Couneihnember Kurak questioned if some of the costs being laid out would normally be <br />absorbed by a developer as it goes along slowly, and if the costs would be recouped later. <br /> <br />Assistant Public Works Director Olson replied if it was in incremental extension there would be <br />some expenses coming from the developer; however, that is what the trunk fund is for. As part <br />of the Alpine Woods subdivision the City will reduce the amount of trunk fees the developer <br />would give to the City by the amount of the extra size and depth that will be going through his <br />subdivision. There is a value to that that the City will be paying back or forgiving of the <br />developer. That amount is part of the cost associated with extra sizing and extra depth. Soft <br />costs are always included when discussing construction costs. The process to do the complete <br />design is broken into a number of different tasks. There are a number of components to the <br />engineering aspect of this project that have some very close interaction together. That was the <br />reason for the discussion of acquisition. Acquisition does not have to occur now, but this is a six <br />to twelve month process and there are certain things that will have to be done. For example <br />preliminary design is outlined in tasks one through four. In the feasibility study there were 10 to <br />15 different options and they have been narrowed to three options. They now need to do further <br />defining of the alignment and see if there are any obstacles. One obstacle they know of is the gun <br />club with the lead contamination. They are not ready to put pipes in the ground, but they need to <br />know where they will go when they discuss land acquisition and if they will be on one side of the <br />wetland as opposed to another. When talking to different landowners, one could be amenable to <br />selling the land and the other opposed. It would be good to know that when designing the pipes. <br />There needs to be a more advanced analysis of the alignment shown in the feasibility study. The <br />detailed design and collected field data will be of value no matter what. He suggested the <br />$35,000 and the $51,000 could go forward tonight. To answer the last question on how this gets <br />financed, this is different than the comprehensive plan process. This is money that can be <br />borrowed against the enterprise funds. In his opinion, regardless of where the alignment gets <br />elected it is all part of the design process to determine the best alignment. No matter what option <br />is chosen it can be paid back with the bonds for that particular improvement. <br /> <br />Councihncmber Kurak stated the Council needs to be more aware of the financial status of this <br />project. She needs to look at information regarding things like bonds that will not be reimbursed <br />for a number of years, not just the number of housetops. She stated the AUAR is likely very <br />expensive and inquired how the AUAR was handled with Town Center. <br /> <br />Assistant Public Works Director Olson replied the AUAR was paid for completely by Town <br />Center. <br /> <br />Councihnember Kurak stated the City absorbing the costs of the AUAR does not make sense to <br />her. <br /> <br />Assistant Community Development Director Trudgeon explained there is a development impact <br />fee for hooking up to the pipes. <br /> <br />Assistant Public Works Director Olson explained the City would need to complete the <br />environmental documentation for a pipe to go to the north.
