l) Consider Ending Probationary Period for Building Official

Human Resources Manager Reed explained that Michael Kaehler was hired as the Building
Official November 10, 2003. Mr. Kaehler has successfully completed the required six-month
probationary period and his supervisor, the Community Development Director, recommends that
Mr. Kaehler be retained as the regular, full-time Building Official. The motion by the Persom~el
Committee was to recommend that the City Council adopt a resolution ending the probationary
period for Mick Kaehler and grant him status as the full-time, regular Building Official.

2) Consider Authorization to Hire a Public Works Maintenance Worker

t-luman Resources Manager Reed explained case number two should be disregarded as Mr. Moen
has informed staff he will be unable to accept the position. This can be replaced with the
additional case to consider the authorization to hire a Public Works Maintenance Worker, which
will leave one remaining Public Works position open.

t-fuman Resources Manager Reed explained in February 2004 the Public Works Maintenance
position was advertised. Approximately 90 applications were received and a total of fourteen
caudidates were interviewed. Based on the inte~wiew panel's review, staff is recommending that
Michael Berge be hired for the Public Works Maintenance Worker position at a starting wage of
$16.03/hr, plus benefits. Mr. Berge's appointment is contingent upon successful completion of
criminal background and reference checks and passing a pre-employment physical and drug
screen. With Council approval, Mr. Berge's start date will be on or near June 1, 2004. The
motion of the Personnel Committee was to recommend Michael Berge for the position of full-
time Public Works Maintenance Worker at a starting wage of $16.03/hr, plus benefits contingent
upon successful completion of a criminal background and reference checks, a pre-employment
physical and a drug screen.

Motion by Councihnember Cook, seconded by Councilmember Pearson, to ratify the
recommendation of the Personnel Committee for Case 1, to adopt Resolution #04-05-111 ending
the probationary period for Mick Kaehler and granting him status as the full-time, regular
Building Official, and for Case 2, to adopt Resolution #04-05-112 authorizing the hire of
Michael Berge for the position of full-time Public Works Maintenance Worker at a starting wage
of $16.03/bt/ plus benefits contingent upon successful completion of criminal background and
refcrence checks, a pre-employment physical, and a drug screen.

Motion carried.
