Motion by Councihnember Kurak, seconded by Councilmember Elvig, to approve the <br />application for the Ramsey Lions Club for a one-day, 3.2% malt liquor license for the <br />Community Picnic scheduled for Saturday, June fi, 2004, at Central Park, and to approve staff's <br />rcquest to waive the fee for such an event. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Elvig, Cook, Pearson, <br />Strommen, and Zimmerman. Voting No: None. <br /> <br />Case #4: <br /> <br />Request for Sketch Plan Review for a Commercial/Retail Portion of the <br />Ramsey Town Center; Case of Ramsey Town Center, LLC <br /> <br />City Administrator Norman requested this case be postponed until later in the meeting, until the <br />arrival of another person working with the development project <br /> <br />Case #5: Report from Public Works <br /> <br />Councihnember Zimmerman reported the Public Works Committee reviewed the following <br />casos~ <br /> <br />1) Monitoring Air Quality at Commercial Asphalt <br /> <br />Councihncmber Zimlnerman reported the Public Works Committee reviewed the options for <br />monitoring the odors coining from the Commercial Asphalt plant. The consensus of the <br />Committee was that staff.-monitor the odor once per week randomly, and that Commercial <br />Asphalt provide the City with a production schedule. It xvas noted a temperature may be <br />determined as the threshold for a different type of production process. <br /> <br />Ed Hamilton, 6615 Highway 10, stated he monitored this odor all of last year and turned in a <br />report to the City that showed problems on April 22, April 29, May 6, and May 10. The odor <br />only happens when the wind is out of the northwest. If the City is going to randomly monitor the <br />odor he suggests they do it when the wind is from the northwest on a humid day. He is sure they <br />smell it next to him in the trailer park, but do not want to lose their place in the park. There was <br />an odor fotlr times in 20 days and he would like to know if any one of the people on the Council <br />would put up with what he has to put up with. The Council is supposed to look out for the <br />safety, health and welfare of the community. He has had health problems for some time and <br />thinks the Council should take a better look and do something. He read in the backup material <br />that Mike fi:om Commercial Asphalt met with the Public Works Committee. He did not even <br />know there was a meeting going on or he would have gone. He stated sometimes the smell is so <br />bad it in:filtrates into the house. He is positive there are carcinogens in the blacktop and that is <br />not good for anyone. He already asked at the last Council meeting what the Council is going to <br />do about this, and he still would like to know. The Council will probably see him every two <br />weeks until something is done about this. <br /> <br />Mayor Gan]cc stated Mr. Hamilton should contact the PCA and file a claim. Technically the <br />answers the City is getting are contradictory.
