Assistant Community Development Director Trudgeon stated they are trying to have mixed-use. <br />but it has to be the right mix of retail and commercial. He indicated he thinks Ms. Hunter's <br />concerns can be addressed. <br /> <br />Mr. Ishland advised they have several character sketches. He explained the angles of the <br />sketches, and noted fi-om Armstrong they were calling it the gateway .piece. He advised the <br />concepts for parking, where the second block would be single loaded, with parking on only one <br />side. He stated there would be a four-way stop intersecuon, width the opportunity for colored <br />concrete and unique aesthetics. He indicated that in the area of the plaza they again deviated <br />frorn the plan slightly, seeing it as an active place He stated they would have space between <br />buildin~,s that draws vou through them so shoppers do not have to _,20 all the way to the end of the <br />block. <br /> <br />Mr. Voss stated this is another thing they felt was ~mportant. V~daen .they moved the ~ocery store <br />to the west it provides a great attracnon, but they need to draw people into the center of the area. <br /> <br />Commissioner Van Scoy stated he knows they are looking at ~his as a stand-alone proj.ect, but it <br />is difficult to look at the changes being asked for, especially the residential: change, which was <br />residential because it bordered parkland. <br /> <br />Assistant Community Development Dii'ector Trudgeon indicated there were some earlier plans, <br />which showed it as commercial, but i.t did end up as residential in the end. after much discussion. <br /> <br />Comlnissioner Van Scoy stated he thought that was a good use. He asked what the developer <br />sees in the areas where nothing is indicated at this point. <br /> <br />Mr. Voss stated they were not involved in the original plan, but would see it as a drawing point <br />for the residents to the north, to get them into the retail area with coffee shops and such. He <br />indicated they are looking for feedback, and if the Planning Commission says it has to be a hard <br />line for the residential area that is what they will work within. <br /> <br />Commissioner Van Scoy stated Since the developer does not own the other land they cannot say <br />what will happen to it, and asked how the City could mesh those areas together so they work <br />with each other. <br /> <br />Assistant Community DeveloPment Director Trudgeon stated mesh is a good word. He indicated <br />they are slicing up a piece of the project here, but what happens with the trickle down affect is <br />what they are discussing with the master developer. He indicated it is tough to focus on <br />something small instead of the big picture, and Staff is trying to reconcile how to do that, but if <br />this moves forward it would change that piece of the master plan. <br /> <br />Commissioner Van Scoy commented if they are having residential by big box retail they will <br />need good transition. <br /> <br />Mr. Ishland advised if the area remains residential as it calls out for, they would have a heavily <br />planned transition area. He indicated the other area of residential may become mixed-Use, with <br />retail below and residential above.
