Case #3: Review Construction Plans for Elmcrest Park Improvements <br /> <br />Background: <br /> <br />Civil Engineer II Linton reviewed that Elmcrest Park is located in the northeast quadrant of the <br />City. The fields and irrigation were installed several years ago. The play fields have been <br />mowed and maintained since construction. The public has not had access to the park due to the <br />lack of adequate parking facilities. Solicitation for design of the parking improvements was <br />authorized in late 2003. Staff has been working with Council members and the consultant to <br />prepare construction plans. The plans provide 400 parking stalls spread around the perimeter of <br />the playing fields, providing multiple "Choice parking" spots. <br /> <br />Civil Engineer II Linton explained that a preliminary construction cost estimate was submitted in <br />December 2003 and a revised cost estimate was submitted in April 2004. He reviewed the <br />differences in the two cost estimates, with an estimate of $585,000 from December 2003 and an <br />estimate of $901,120 in April 2004. He explained the major increase in the price is due to the <br />improved pavement section under the streets and the parking areas. The soils on the site are <br />atypical for Ramsey and do require more than the standard pavement section. The streets and <br />parking can be constructed without the sand and geotextile fabric; however, pavement life will <br />be reduced. The engineers estimate includes 10% or $81,100 for contingencies. The latest <br />estimate also includes extending the trail into the southeast comer of the park to connect to the <br />trail along TH 47. <br /> <br />Civil Engineer II Linton reviewed the potential funding mechanisms. He indicated he met with <br />Councilmember Elvig on Friday who requested an ala cane option for the project, which include <br />the following: <br /> <br />Phase 1 <br />Main Driveway <br />East Parking Area <br />Trails (around parking and down to southeast comer <br />Storm Sewer <br />Ponds <br />Restoration <br />Total Phase 1 <br /> <br />$90,000 <br />120,000 <br />125,000 <br />90,000 <br />37,000 <br />12,000 <br />474,000 <br /> <br />Motion to direct staff to review the comments and direction of the Committee as follows: · Rough grading to be completed <br /> · Parking stalls to be Class 5 <br /> · East side bituminous <br /> · Determine what the trail look like in reality, as opposed to being completely built <br /> up and the potential staging of the trail <br /> · Finance Officer Lund to inform the Committee of the finance options and where <br /> some creativity might come into play, and of projections for income in this area; <br /> <br />and to bring it forward to the first City Council meeting in May for review by the full <br />Council. <br /> <br />Action: <br /> <br /> <br />
