Environmental Review - The environmental review component would consist of a <br />mandatory Environmental Assessment Worksheet (EAW) that would be necessary for the <br />extension of a sanitary sewer pipe if the projected flow is greater than 1 million gallons <br />per day or one mile of sewer extension. The data required for an EAW closely interact <br />with the design and comprehensive planning components of this opportunity. Staff has <br />attached the guidelines for the EAW document from the Enviromnental Quality Board <br />(EQB) to give the Council of the various information that would be included in the <br />environmental process. <br /> <br />Staff would propose that the Engineering and Community Development Departments be <br />assisted in this component by a qualified firm that deals primarily with environn~ental <br />issues. Staff would propose that the authorization for the preparation of an EAW be <br />approved and that Bolton & Menk begin the data compilation portion of this process and <br />reconnnend a fin~n to partner with to complete the environmental review. A proposal is <br />being prepared and will be distributed during the Council meeting. <br /> <br />Staff Recommendation: <br /> <br />Staff will recommend that staff provide separate authorizations for each consultant as to proceed <br />with thc separate elements of this Comprehensive Growth Planning Project. Financing would be <br />obtained by utilizing monies fi'om the utility fund which will be paid at the time a bond is in <br />place when the project is ordered. <br /> <br />Council Action: <br /> <br />Motion to attthorize Staff and Hoisington Koegler Group Inc. to commence the Comprehensive <br />Plan Amendment component of the Growth Planning process <br /> <br />and - <br /> <br />Motion to authorize Staff and Bolton & Menk to begin the design and EAW portion of the <br />infi'astructure extension project and recommend a firm to partner with to complete the <br />environmental review. <br /> <br />and -- <br /> <br />Motion to attthorize Staff and The Tinklenberg Group begin acquisition activities for the <br />infi'astructure extension project. <br /> <br />Reviewed by: <br /> <br />City Administrator <br />Assistant Community Development Director <br />Assistant Director of Public Works <br /> <br />CC: 05/11/04 <br /> <br /> <br />
