The Tinklenber§ Group.

City of Ramsey
Northeast/west Sanitary Sewer and Water Main PrOject

PROPOSAL

Introduction

The Tinklenberg Group respectfully submits the following proposal to complete land
acquisition activities in a portion of the City of Ramsey for the implementation of the
northeast/west sanitary sewer and water main project.

The land acquisition portion of this project is likely the most critical to its overall success.
The Tinklenberg Group has worked with numerouS property owners within the City of
Ramsey, specifically along Trunk Highway 10 and has experienced great success in
reaching understanding and cooperation with the parties involved. This project requires
the ability to develop relationships with individuals, and to maintain a consistent level of
trust and understanding in order to acquire the land needed to implement
improvements.

Project roles and responsibilities

The Tinklenberg Group will be responsible for implementing and managing a number of
tasks as it relates to acquiring the necessary easements to install the utility
improvements in the project area. The Tinklenberg Group will work in cooperation with
Bolton and Menk, Inc., who will be responsible for completing the technical components
of the process.

Bolton and Menk, Inc. will be responsible for determining the location of the sanitary
sewer lines, conducting necessary survey work, drafting documents/maps that reflect
necessary easement locations and dimensions - both permanent and temporary, and
related technical elements.

The assumption used to determine time and costs for the land acquisition portion of this
project was based on 67 parcels/property owners.
