Mr. Jacobson indicated a rhythm of open, flat play areas was suggested within the plans. <br /> <br />Motion by Commissioner Lehman, seconded by Commissioner Shryock, to recommend the City <br />Council approve the proposal contingent on placeholder emphasis of a swimming hole in North <br />Park and inclusion of the features outlined in the April 2, 2004, memo from Civil Engineer II <br />Linton to the Park and Recreation Commission. <br /> <br />Motion carried. Voting Yes: Chairperson Johns, Commissioners Lehman, Shryock, LaMere, <br />Olds, and Pontius. Voting No: None. Absent: Commissioner Ostrum. <br /> <br />Case #2: Park Dedication for Rivenwick Village <br /> <br />Civil Engineer II Linton indicated staff discussed the sketch plan for the proposed townhome <br />project known as Rivenwick Village at the November Park and Recreation Commission meeting. <br />Of the larger 31.5-acre parcel, 26.5 acres were expected to consist of three different styles of <br />townhomes. The revised plat was submitted in February of 2004, showing two styles of <br />buildings. Copies of the Planning Commission case were provided, which included the review <br />process that performed a traffic and noise analysis. The results of the noise study indicated a 15- <br />foot high wall would be required along Highway 10 to mitigate the noise below the State <br />threshold. Discussion was ongoing between the Developer, the City, MnDOT and MPCA over <br />alternatives to the wall. <br /> <br />Civil Engineer II Linton noted that during the 2003 platting of Rivenwick 3rd addition there was <br />consensus that improvements to the existing Riverdale Park should' occur as soon as possible to <br />serve the new residents this plat would bring to the area. In addition to the existing residential <br />neighborhood, the townhomes mentioned above brought 112 more units. Rivenwick Village was <br />projected at approximately 192 additional units. <br /> <br />Civil Engineer II Linton explained that the purpose of this case was to consider what park <br />improvements should be constructed and how those elements might be incorporated into <br />Rivenwick Village's Development Agreement to insure that the recreational needs of the larger <br />neighborhood were met. He noted the draft Development Agreement had been provided for the <br />Commission's review and discussion.in anticipation of receipt of the Rivenwick 4th Preliminary <br />Plat early in 2004. If the Commission recommended that park dedication be satisfied in a <br />manner similar to the attached draft document, staff could forward it to the development <br />company for its reaction, Civil Engineer II Linton stated, in summary, the previously identified <br />improvements would consist of the following: <br /> <br />· A bituminous trail in the boulevard of Riverdale Park <br /> from the self storage site, west then south along Riverdale Drive, <br /> and continuing parallel to Feldspar to the single family neighborhood <br /> at the park's southwest comer. <br />· An ag lime infield and safety fences for the existing ballfield. <br />· Two hexagonal shelters, one to serve the park, and another to serve <br /> persons recreating along the Mississippi River. <br /> Park and Recreation Commission/April 8, 2004 <br /> Page 5 of 21 <br /> <br />$17,000 <br />$12,000 <br /> <br />$ 58,000 <br /> <br /> <br />
