The residents would be within walking distance from Town <br />Center; therefore, this would also be a recreation space as much as Riverdale Park, the County <br />Park, eventually, and the trail along the Mississippi River. <br /> <br />Chairperson Johns asked regarding designating 50% of the funds toward the swimming pond and <br />North Park. <br /> <br />Principal City Engineer Olson responded the Commission could earmark 50% of the park <br />dedication toward a certain park or a certain project. <br /> <br />Chairperson Johns indicated she wanted to make sure that when people moved into the North <br />Park area there would be grass and trees and a quantity of seed money to install the swimming <br />pond. <br /> <br />Principal City Engineer Olson responded $215,000 would be eligible to go towards Town Center. <br /> <br />Chairperson Johns noted that would "get us part way." <br /> <br />Commissioner Shryock asked regarding the final cash contribution of $297,500. <br /> <br />Principal City Engineer Olson responded the 50% eligible for out-of-district was calculated at the <br />time. Discussion followed. <br /> <br />Chairperson Johns suggested a motion be made to accept the park improvements as specified and <br />a certain amount or 50% of the remainder of cash for park and trail dedication be earmarked for <br />fi~ture development in North Park. <br /> <br />Commissioner Olds suggested 50% was a more viable option. <br /> <br />Chairperson Johns noted, according to the map, they were across the street and there would be a <br />lot of "going back and forth." <br /> <br />Commissioner 'Lehman asked if the trail "running along up to Ramsey" would be included. <br /> <br />Civil Engineer II Linton referred to the section on the map and showed where it would be <br />connected. <br /> <br />Parks and Utilities Supervisor.Riverblood noted the trails would be 10-foot wide bituminous <br />trails unless the developer decided to use concrete. <br /> <br />Motion by Commissioner Olds, seconded by Commissioner Lehman, to approve park dedication <br />of listed improvements plus the park and trail contributions, with 50% of the cash contribution <br />dedicated to North Park Development and Town Center. <br /> <br />Principal City Engineer Olson requested the motion be contingent on connection of the trail all <br />the way to Ramsey Boulevard. <br /> <br />Park and Recreation Commission/April 8, 2004 <br /> Page 8 of 21 <br /> <br /> <br />
