Principal City Engineer Olson responded examples were available of how other communities <br />were handling that situation. If an alcohol-related activity was taking place, a permit would be <br />issued for that exception. <br /> <br />Principal City Engineer Olson indicated one of the drawbacks was that in some communities the <br />golf courses were publicly owned and the golf courses did not want smoking or tobacco use <br />banned on their property. He did not know of any City parks that would need to be exempt; <br />however, if that occurred, the policy could be changed. <br /> <br />Commissioner Olds noted alcohol and tobacco were two different issues. He asked if they <br />should be modeled together or written differently. <br /> <br />Parks and Utilities Supervisor Riverblood responded alcohol use had been introduced by <br />ordinance and an ordinance would need to be introduced to enforce smoking-free areas. The <br />exemptions did not need to be considered at this point; however, the Commission .did need to <br />make a recommendation to Council. <br /> <br />Parks and Utilities Supervisor Riverblood indicated future problems could surface at Town <br />Center, as there would be areas where smoking was allowed and other areas where it was <br />prohibited. <br /> <br />Chairperson Johns asked if the current discussion was regarding policy, signs, etc. <br /> <br />Parks and Utilities Supervisor Riverblood responded that would be a good way to gauge public <br />reaction. <br /> <br />Principal City Engineer Olson stated the Commission could bring a recommendation to Council <br />that an ordinance be introduced; however, he did not know what Council's reaction to an <br />ordinance would be. <br /> <br />Commissioner Lehman asked if the flee signs would be posted in each park. <br /> <br />Principal City Engineer Olson responded it would be the City's responsibility to install the signs. <br /> <br />Motion by Commissioner Shryock, seconded by Commissioner Olds, to recommend Council <br />either create a policy or ordinance, as it saw fit, to have tobacco-free parks. <br /> <br />Motion carried. Voting Yes: Chairperson Johns, Commissioners Shryock, Olds, LaMere, <br />Lehman, and Pontius. Voting No: None.
