Discussion was held regarding state aid apportionments based on population. <br />It was noted that there should be legislation to change population figures <br />between census~ especially for fast growing cities. <br /> <br />Mayor Gamec noted that population figures are going to be updated through <br />the use of building permit information. <br /> <br />Councilman Sorteberg commended Engineer Raatikka on presenting some very <br />good points in his letter. <br /> <br />The letter of response to the State are to include Engineer Raatikka's <br />comments as well as the following: <br /> <br /> -- That the municipality should have control over or authority to <br />regulate speed and traffic signs within its boundaries if it is more <br />restrictive. <br /> <br /> -~ That the State Highway Department be more cooperative with the Cities. <br />They should be more responsible in telling the Cities how they stand in <br />regard to planning so that the City can plan without running into conflicts <br />or obstacles. <br /> <br />That the State should quit their wasteful spending. <br /> <br /> -- That the State review plans on new' developments and have the developer <br />pay for turn lanes, signalization costs and that the developer be required <br />to post a bond or some type of escrow to cover for these costs. <br /> <br />-- That they indicate what their policy is on a service road for Highway 10. <br /> <br /> -- That the State Highway Department does not limit accesses to business <br />establishments that are located on Highway 10. <br /> <br />RESOLUTION REGARDING~SEWER ALTERNATIVES FOR RAMSEY <br /> <br />Motion by Councilman Cox and seconded by Councilman Reimann to adopt Resolution <br />No. 80~.5 that the City of Ramsey approves of Alternate No. 31 for the CAB <br />Interceptor for sewer extension. <br /> <br />Voting yes: Mayor Gamec~ Councilmen Cox, Mickelson, Reimann and Sorteberg. <br />Voting no: None. Motion carried. <br /> <br />COUNCIL NEW BUSINESS <br /> <br />FINAL BILLING FOR EDA PROJECT COORDINATOR: REQUEST FOR <br /> <br />Motion by Councilman Reimann seconded by Councilman Sorteberg to pay <br />the EDA Coordinator, Phil D. Nereson, a total of $275.60. His request <br />for payment is $350.00, deduction of $74.40 for health insurance of <br />May and June of 1977, leaves a total pay of $275.60. <br /> <br />Voting yes: Mayor Gamec~ Councilmen Cox, Mickelson, Reimann and Sorteberg. <br />Voting no: None.
