Mayor Gamec commented that their answer to that is that the State Legislature <br />is working on have the metes and bomnds law changed. <br /> <br />Mayor Gamec discussed the CAB Sewer coranection that will serve the City of Ramsey~ <br />The commercial district in Ramsey could conceivably be sewered in three years. <br />He reported on the meeting with the General ~lls representatives.regarding <br />the relocation of the airport. General Mills is planning to locate a research <br />area with a PUD, condominium type housing for their employees, etc. The City <br />cannot acquire their land for a municipal airport. <br /> <br />Elk River has expressed some interest in having the airport located there, <br />however, to date nothing definite has been expressed. <br /> <br />Councilman Cox asked if another area should be pursued such as the Shenk <br />or Peltzer property. <br /> <br />Mayor Gamec answered that the ~ DOT said the only place in Ramsey feasible <br />for an airport would be the General Mills property. <br /> <br />Road and thoroughfares were discussed by Mayor Gamec. He pointed out <br />Highway 47, County Road 5, Sunfish Lake Boulevard, County Road 56, <br />Armstro~Boulevard as being the City's major north/south thoroughfares. <br />They are looking now at the best ways to extend 153rd Avenue across the <br />City as a major east/west thoroughfare, and also l?3rd Avenue, and <br />Industrial Boulevard which will all serve as east/west thoroughfares to some <br />extent. Signalization on Highway 10 is another consideration. The bridge <br />construction north of the High School is also another consideration in the <br />thoroughfare plan. <br /> <br />Der~nis Donovan asked if they were allowing enough space for bike/hike trails. <br /> <br />Mayor Gamec said that they are allowing space for this p~rpose on the north/ <br />south thoroughfares. <br /> <br />Ken Peterson spoke regarding the status of the Planning and Zoning Commissions <br />progress toward revision of the Comprehensive Plan. He said they are working <br />on revising the site plan building design plan approval ordinance and this <br />should be before Council sometime in February. The Plar~ning and Zoning Commission <br />is asking for one acre lot sizes in commercial/industrial areas if they <br />can meet the requirements for septic systems on one acre. That is~the area <br />for the original system plus enough green area to have two additional contiguous <br />systems. The site plan and building design plan review is quite similar to the <br />Urban Development Permit used in the Urban Area. It addresses screening, <br />access, buffers, landscaping etc. The Commission is proposing that industrial <br />zoned land be classified by wastes and uses rather than light, medium or heavy. <br />Ben and John have originated a system of classifying industrial areas <br />that they feel will satisfy the metro commission and allow development on <br />one acre lots without sewer. <br /> <br />Ben Deemer explained that with this type of classifying, developers would have <br />to show on their site plans the use intended for the land and the type of wastes- <br />amount of waste etc., and this criteria would be used to determine if the business <br /> SPECIAL COUNCIL MEETING <br /> January 29, 1980 <br /> RE: Public Improvements - (streets) <br /> Capital Improvement Budget for the City <br /> Page 4 <br /> <br /> <br />
