Dexter Marston is reviewing <br />the proposal and he said one thing that we need to do is to show a justifi- <br />cation for using this system of classification. Ben said he feels this will <br />save having a 100 page book on categories of light, medium, heavy and any <br />industry that is able to meet the criteria could develop in the area before <br />public sewer is available. <br /> <br />Performance standard, and noise was discussed. <br /> <br />Councilman Cox stated that the standards would have to be enforcible by the City. <br /> <br />Ben Deemer added that those situated near residential districts would be <br />restricted more in areas of pollution, noice, outside activity and that <br />asthetics would be very important. <br /> <br />Consensus of the City Council is that the proposed system for classifying <br />industrial areas in the City will be acceptable. <br /> <br />Ken Peterson stated that public hearing on the Comprehensive Plan will <br />be starting in Jmne 1980. <br /> <br />A discussion was held regarding the Critical River Plan and the Metro <br />Council's comments in this regard. <br /> <br />Mayor Gamec reported that their basic objection to Ramsey's Plan is that <br />the lot size and trail system is inconsistent with their regulations. <br /> <br />Councilman Sorteberg added that the City was able to convince them that <br />the trail system between the residential lots and the River isn't practical. <br />The Metro Park Commission agreed on this item. <br /> <br />Dennis Donovan spoke regarding the parks. He stated that the small neighbor- <br />hood parks were the main thrust in the past and that with the larger lot <br />sizes existing in the City that a number of these parks are not being used. <br />They are now looking at taking money versus land in most new developments. <br />The only active park site previously was Ramsey Elementary School Park. <br />Titterud Park has now been improved. It was difficult to work the improvement <br />into normal budget process as Revenue Sharing monies received did not go <br />very far toward paying for the park improvement. Ramsey Youth Athletic Assoc- <br />iation has asked for additional park sites and they do feel that the City does <br />need a large active park area in addition to what it has now. <br /> <br />Mayor Gamec commented that they were contemplating having a bond issue on <br />the parks to send it to the citizens to find out if this is what the people <br />really want. There is current negotiation with Federal Cartridge Corporation <br />in regard to acquiring approximately 50 acres for a park. The object of the <br />gun club in donating this land is to preserve the gun club. This site and <br />Ramsey Elementary are planned to be the two larger active parks and Peltzer <br />and Titterud would be secondary. It is felt by centralizing areas it will <br />decrease maintenance costs. Available grants will also be sought out to help <br />develop and improve the parks.
