similar to what would be sent out if the City decides to hold a bond issue <br />on parks. <br /> <br />Councilman Cox said they should find out what the Comnty has planned for <br />the Rum River Central and Husby Parks. <br /> <br />Dennis Donovan asked when the County parks are going to be developed? <br />The park area proposed for the southeast corner of the City for the multi- <br />purpose arena could ground the bond issue. <br /> <br />Councilman Cox stated that the sports arena would be a County facility <br />only they won't be putting any money into it. It will be a regional <br />facility and will serve a large population. It will be a $3 to $5 <br />million dollar facility and will be underground, energy efficient. The <br />outside area could be ballfields or whatever. It is no% yet known how <br />the architect will incorporate the design. This facility will <br />provide services for the high School and will cut down the need for <br />persons having to travel long distances for hockey ice, swimming, etc. <br />The facility should also enchance other developments in the area and <br />the area can handle a large amount of traffic. It will be solar and <br />energy independent and will have turbans, etc., that will operate the facility. <br />Ramsey's park department should communicate with Anoka's park department <br />· to correlate ballfields and other activities. Anoka said they are in favor <br />of the grant for the Ramsey facility. He would like to get something in writing <br />from them in regard to their approval. <br /> <br />Planning and Zoning questioned where this fit in with developing the Landfill <br />Park. <br /> <br />Dennis Donovan expressed concern that the total amount of money they will <br />have to work with on the Landfill with inflation, etc., that by the time the <br />contract is up there will not be enough money to do much with the Landfill. <br /> <br />Mayor Gamec said they had discussed raising rates, etm Ao keep up with rising <br />costs when 'they met with Don Otter. <br /> <br />It was reported that the Landfill fence is being torn down by snowmobilers. <br />Councilman Cox stated that a larger sign should be installed to designate <br />the area to avoid confusion. <br /> <br />Ben Deemer commented regarding the business and industrial companies located <br />in Ramsey are saying they are in Anoka. He feels they should clarify or remedy <br />this matter. <br /> <br />Mike Auspos, Chief of the Ramsey Police Department, spoke on his Department. <br />He is running a 16 hour day, some hours extendZng further. There are five <br />full-time officers. They do most of their own investigating. They recently <br />acquired two resusci-anne manikins for CPR classes. The Lion's Club donated <br />money for photo equipment to be used for investigation. They have three <br />squad cars at present. The Crime Watch program is being advertised through <br />community school but there is no response or interest.
