Out of hive active reserves he is now down to three who are regularly active.
Some have moved, changed jobs, etc. Some of the reserves became discouraged
when they found that it isn't an agency to be used as a vessel for a full time
position.

Kathy Schneider made mention of the vandalism being e~perienced by Mn. Underground
and Mate Punch and Die.

Chief Auspos replied that it is mainly gas siphoning and this will happen when
gas prices are so high.

Chief Auspos reports that snowmobilers are becoming more active, more kids
in the street,(underage~ and if this continues they will have to seek an
ordinance in regard to snowmobiles. The current State Code being used is
ineffective for regulating the snowmobiles. The police will also have to
invest in getting a snowmobile.

Gerald Zimmerman commented that he feels the CPR course is very good, having
just completed one himself.

~ayor Gamec reported that the City is forming a tri city fire committee with
the Cities of Champlin, Anoka and Ramsey. Councilman Reimaran and Administrator
Schnelle are representatives of Ramsey on th~s Committee. It will start with
fire prevention in the first stage and progress to fighting grass fires and
eventually to a volunteer department at Ramsey. The Committee will be meeting
on a regular monthly basis.

Ron West suggested going with Elk River Fire Department also.

Mayor Gamec commented that the response time, and the amount of fires occurring
gives the City good protection from the Anoka Department.

Art Dunn noted that the Anoka Sand Plan is recommending that the entire
City of Ramsey be classified as a "critical area".

A~ninistrator Schnelle reviewed the capital improvements budget.

Park & Recreation is in the process of revising their budget and will have it
ready in February.

Police personnel should be figured into the capital improvement budget if the
City is looking at adding more police sometime in the future.

Councilman Cox stated that it would be hard to add any personnel without some
population added.

This area would have to be discussed at a later time in great detail.

Inspection (Building) - This department - okay.

Engineer - This to be discussed in length at a later time.

SPECIAL COUNCIL MEETING
January 29, 1980
Capital Improvement Budget - City of Ramsey
Page 7
