City Engineer Raatikka said an urban type street would eliminate erosion <br />whereas a rural type would not. The developer disagreed, especially when <br />considering the price differential. City Engineer Raatikka stated the <br />ditches would have to be sodded with a rural street. Jeff Caine stated <br />their engineer said it would cost $25,000 more to go with an urban street. <br />Councilman Cox and Councilman Reimann sa±d they felt it should be the <br />City's choice as to urban vs. rural and that in this case the entire <br />plat should be urban. Councilman Sorteberg felt the developer should <br />have the choice and Mayor Gamec was undecided. <br /> <br />SIGNAL CONSTRUCTION <br /> <br />The developer wants this cost to be assessed back to the property owners. <br />The developer said the Minnesota Department of Transportation has no plans <br />to put in a light at Armstrong Blvd. Councilman Cox said the development <br />contract could say that the City would get two lots for escrow if instead <br />of requ±ring the upfront escrows. The developer said there have been <br />great delays in this process and he wants to get on with the program. <br />Mayor Gamec said if he is developing only part of the plat, then we don't <br />need this escrow now. City Engineer Raatikka said no light would probably <br />be required for five years. <br /> <br />Councilman Cox thinks a couple lots should be escrowed to avoid the developer <br />having to put up front money, but still protecting the City pursuant to the <br />City Ordinances. <br /> <br />Mr. Jarnes agreed that he will allow a lien to be placed on an appropriate <br />lot or lots for escrow s~gnalization. <br /> <br />City Attorney Goodrich was instructed to work out the mechanics of this <br />escrow with the developer. <br /> <br />LOT SIZE ON THE MISSISSIPPI RIVER <br /> <br />The concensus of the Council is that the lot size should be two and one- <br />half acres, but the City is still waiting on the Environmental Quality <br />Board approval. <br /> <br />The Developer agreed to revise the preliminary construction plans. <br /> <br />CONSTRUCTION OF LLAMA STREET TO LOT 1 BLOCK 6 <br /> <br />The developer wants to build that portion of Llama Street to be used and <br />no more and the balance would be a private driveway ~util the development <br />required more. The City would, however, get the entire 66' right-of-way. <br />Councilman Cox said there should be an escrow to guarantee completion of <br />Ll~na in the future.
