He stated it appears Anoka is getting approximately $100,000 per year <br />from Waste Management. <br /> <br />Mayor Gamec explained some of the history of the landfill, the various <br />contracts, etc. <br /> <br />There was discussion regarding the recent ponding and other complaints <br />regarding the operation of the landfill. <br /> <br />Also discussed was who is responsible for what happens at the landfill, <br />i.e., City of Ramsey, City of Anoka, County, or which governmental body? <br />Mayor Gamec also discussed the lack of monitoring reports from Ramsey <br />and the PCA inspection reports. <br /> <br />City Engineer Raatikka discussed the well monitoring reports and speci- <br />fically the well #5 report, which is showing higher than normal nitrate <br />levels. City Engineer Raatikka recommended another well to test well <br />#5. He also stated he spoke with the PCA today and there seemed to be <br />lit-tie concern about the high nitrate levels from Tom Clark of PCA. City <br />Engineer Raatikka also suggested that some of the home water wells be <br />tested. Mayor Gamec said Comprehensive Health will test the water <br />annually. <br /> <br />City Engineer Raatikka said the two and one-half year topo had not yet <br />been received and this should be done and requested of~ur. Otter on <br />May 7, 1980. <br /> <br />There was discussion on slowing down the volume which comes to the land- <br />fill, and perhaps increasing the City's income from the landfill at the <br />same time. <br /> <br />Councilman Cox said all costs associated with the City's Administering <br />the landfill have gone up. <br /> <br />There was a discussion on reseeding of the west side and controlling of <br />the run-off problem on the north and west sides. <br /> <br />Some of the citizens present requested that the lime be cleaned off the <br />back of Hatch's lot, and it was agreed that this should be resolved. <br /> <br />It was recommended that the County be advised of these problems prior to <br />relicensing of the landfill. <br /> <br />City Administrator Schnelle said the landfill should be charged for <br />picking up trash on the citizens land. <br /> <br />City Administrator Schnelle said the City has to put up with a lot of <br />coraplaints about the landfill which it should be paid for. <br /> <br />He thinks there should be a penalty for the landfill failing to follow <br />through with its requirements. <br /> <br />City Administrator Schnelle thinks the City's income rate from the land- <br />fill ought to fluctuate on a percent basis. <br /> <br />Special Council <br /> May 5, 1980 <br /> Page 2 <br /> <br /> <br />
