It was agreed that the reasons the City needs an increase in the rate <br />are: <br /> <br />1) High administration costs due to complaints <br />2) Inflation <br /> <br />City A~ninistrator Schnelle said a citizens committee should be <br />appointed to work on the landfill operation and future contract. <br /> <br />It was agreed that at the meeting with Mr. Otter, the Council will agree <br />it has not formulated any plan for the additional 80 acres. City Admin- <br />istrator Schnelle suggested we recommend a fine system to the County for <br />dealing with problems and violations brought about by the landfill. <br /> <br />There was a discussion on the trust funds which hold the landfill monies <br />received. <br /> <br />Coaucilman Cox suggested we start negotiating with the landfill for a <br />rate increase to 50~ per cubic yard. There was a Council consensus on <br />this figure. <br /> <br />Mrs. Sue Van Wagner suggested that the landfill be responsible for the <br />cost of sewer and water for the residents in the general landfill area. <br /> <br />City Attorney Goodrich summarized the following format or outline for <br />the meeting with Mr. Otter on May 7, 1980. <br /> <br />Discussion of well #5, the concerns raised by it <br />and the desire to install an additional well in the <br />vicinity of #5. <br /> <br />2) Recent ponding observed and immediate correction of <br /> this. <br /> <br />3) Reseeding of west side plus better methods to control <br /> run-off. <br />4) Cleanup of lime in residential yards on west side of <br /> the site. <br /> <br />5) Better use and access to the sliding hill. <br /> <br />6) Better clean-up of blowing trash on adjacent properties <br /> and roadway. <br /> <br />7) City's rate increase to 50~/cubic yard. <br /> <br />CRITICAL AREAS PHYSICAL DEVELOPMENT COmmITTEE <br /> <br />City Administrator Schnelle gave a background on this issue. <br /> <br />The major issue is the lot size requirements i.e., City 2½ acre size <br />vs. State's 4 - 5 acre lot sizes. <br /> <br />Special Coancil <br /> May 5, 1980 <br /> Page 3 <br /> <br /> <br />
