Mr. Otter said he doesn't feel tree plantings will aid the situation. <br /> <br />A discussion followed on the planting of trees/shrubs between Mr. Otter <br />and Councilman Reimann. Councilman Reimann stated finally that he simply <br />wants to see some res~ts. <br /> <br />3. The next problem brought to the Council's attention by Attorney <br />Goodrich was the lime in some of the residents' yards. <br /> <br />Mr. Otter stated the lime will be taken care of in 30 days or less. <br /> <br />The Council felt this problem should be resolved sooner than that. Mr. <br />Johnson asked if the problem is resolved in a week will this be accept- <br />able. Councilman Cox said a week should be the maximum to resolve the <br />lime problem. <br /> <br />Councilman Cox said the run-off, debris~ and sludge in the residents' <br />yards is a breach of the contract and there is no excuse for it. <br /> <br />Councilman Reimann stated it is the responsibility of the landfill to <br />control sludge, debris, and run-off to the site!s property line. <br /> <br />Councilman Cox stated what has been agreed to in the past and it was his <br />understanding there will be no run-off. He said if we had had the normal <br />heavy spring rain we would have a terrible problem. Councilman Cox also <br />said if th±s landfill is not run properly it could ruin the entire City <br />of Ramsey. <br /> <br />City Administrator Schnelle stated the landfill should construct a dyke <br />and he agreed with Councilman Reimann the lime is a bad problem. He <br />feels it is a violation of the operation and it should be policed by <br />the County and the PCA. <br /> <br />Mayor Gamec asked about a berm along the side of the site. <br /> <br />Mr. Johnson stated the berm was removed. <br /> <br />City Administrator Schnelle stated we could make amendments in the con- <br />tract regarding the berm. <br /> <br />Mr. Otter stated he wanted to review the situation first before making <br />any kind of a decision. <br /> <br />A discussion on the berm followed. <br /> <br />Mr. Otter stated he can't argue with what the Council is saying but he <br />will check on it. <br /> <br />City Attorney Goodrich asked about how much time there would be needed <br />before he would get back to the Council with a decision. <br /> <br />Mr. Otter stated it would be a week as he wanted to review all the <br />problems. <br /> <br />Special Council <br /> May 7, 1980 <br /> Page 3 <br /> <br /> <br />
