A discussion followed on other waste sites in the Metropolitan Area <br />and the fees they charge. <br /> <br />Councilman Cox mentioned the petition for blacktop streets and expounded <br />on the fact it was brought to the Council's attention the possibility of <br />City water having to come into the area because of landfill pollution <br />and the streets then having to be torn up. This could be a very serious <br />monetary problem. <br /> <br />Mr. Otter stated he hears what is being said and also expomaded on the <br />inflationary factor but that he has to meet with his eommi, ttee regarding <br />increases for the City. <br /> <br />Mr. Otter asked if the City and residents want to talk about expansion <br />of the facility. <br /> <br />Councilman Cox stated in 1976 $300,000 sounded like a lot of money but <br />now, we feel it should be more - maybe $600,000 or a $1 million for <br />R~nsey's share in order to complete the site for recreational purposes. <br /> <br />City Engineer Raatikka asked about the lsmdfill being filled at a faster <br />rate and the second phase being filled in a year and not two. <br /> <br />Mr. Otter feels the landfill are right on schedule in regards to phase <br />completion. <br /> <br />City Administrator Schnelle asked about an immediate rate increase. <br /> <br />Mr. Otter said he will not take a position on a rate increase at this <br />time but will put everything in a package and present it to the Council <br />in 'the future. <br /> <br />Councilman Cox stated the door should not be closed completely on a rate <br />increase but could be an amendment on the rate in the contract. He asked <br />if Waste Management could maybe get this back in about five to ten days. <br />Mr. Otter asked again about the expansion of the landfill regarding <br />phase #2. Mr. Otter asked the City how long the City intends to run the <br />landfill. <br /> <br />Mayor Gamec said we really don't know. There was a discussion at the <br />last meeting and some people feel the only real solution is to "dome" <br />'the landfill and avoid future problems. There is the pollution factor, <br />and therefore, a good question to keep in mind is the continuing hassle <br />we have with the residents and the possibility of just getting out of <br />· the landfill business when the current phase is completed. This item <br />will be placed on the agenda and the Council will study it. <br /> <br />City Attorney Goodrich stated he wanted it all in a package for better <br />reviewing. <br /> <br />Mayor Gamec said he is looking at a citizens committee and feels this <br />is the best way to get input from the people in the area. <br /> <br />Special Council <br /> May 7, 1980 <br /> Page 6 <br /> <br /> <br />
