Mayor Gamec directed City Administrator Schnelle to find out whether a council <br />member can vote for his own residential street improvement. <br /> <br />7) Appointment as a Depository for City Fund; Case of Minnesota Federal Savings <br /> <br />and Loan <br /> <br />Motion by Councilman Cox and seconded by Councilman Reimann to authorize staff to <br />add Minnesota Federal Savings and Loan to the list of depositories for City Fund. <br /> <br />Motion carried. Voting yes-Mayor Gamec, Councilmen Sorteberg, Reimann, Mickelson <br />and Cox. Voting no-None. <br /> <br />8) Federal Revenue Sharing <br /> <br />Mayor Gamec said that Mr. Oberstar and Mr. Durenberger were for this. <br /> <br />Motion by Councilman Cox to adopt Resolution 80-31 declaring support for <br />federal revenue sharing continuance. Motion seconded by Councilman Sorteberg. <br />Voting yes-Mayor Gamec, Councilmen Sorteberg, Reimann, Mickelson and Cox. <br />Voting no-None. Motion carried. Please refer to resolution file for Resolution 80-31. <br /> <br />Councilman Cox said he wanted to commend whoever wrote the letter. <br /> <br />9) Administration of and Establishing Administrative Procedure Regarding <br /> <br />Zoning Ordinance and Mining Ordinance <br /> <br />City Administrator Schnelte commented on "Non-Conforming Uses" He said he <br />would like a policy established. He recommended getting people to sign an <br />agreement and recording this data. Also, he recommended sending them to <br />the Planning & Zoning Commission first and then to the City Council. <br /> <br />Mayor Gamec asked about the person who has been out here for a long time who <br />refuses to go along with this policy. He said the way the ordinance is set <br />up now, anyone who wants to have this type of operation will not be able to. <br /> <br />City Administrator Schnelle requested the Council set up a resolution of what <br />they want the staff to do and the staff will go along with it. <br /> <br />City Attorney Goodrich said the other alternative is to work on complaints <br />and that this is the policy the Council should make. <br /> <br />Much discussion followed. <br /> <br />Mayor Gamec said if a new one is coming in, the city should get it right away. <br /> <br />Councilman Cox said he felt when somebody new comes into the community and <br />sees the other non-conforming uses, he would call and ask~why he has to conform. <br />He felt there at least should be some limits set. <br /> <br />City Administrator Schnelle said that the new person coming in will want to <br />know about the other guy who has been here a couple of years. <br /> <br />City Attorney Goodrich said the city can't say they are not going to enforce <br />anything.
