start cataloging non-conforming uses.

Councilman Sorteberg said he felt to hire somebody to go around and find all the
non-conforming uses in the city would be opening a can of worms.

City Attorney Goodrich said the city staff could take pictures and write down
what they have.

A poll was made of the Council as to their opinion of leaving the policy the
way it is and keeping their eyes open for non-conforming uses.

Mayor Gamec-yes, Councilman Reimann-yes, Councilman Sorteberg-yes, Councilman Mickelson
yes, and Councilman Cox-no.

Councilman Cox said the Planning & Zoning Commission is not for this and a change
in the Council down the line could cause problems for those grandfathered in.

10) Ordinance Enforcement

Councilman Cox said he thought the ordinance should be followed if there is
a violation.

The consensus of the Council was to not go out specifically seeking out
violations but if a violation is seen to bring it to someone's attention and
there will be no cataloging.

City Attorney Goodrich said the city has to prove that the business is actually
taking place in the home and that there is an exchange of money going on in the
home.

Mayor Gamec directed staff to handle the matter the way they have been handling it.
Enforcement will be handled by responding %o ordinance violations by complain% only.
11) City Engineer Punch List on 1979 Construction Projects

City Engineer Raatikka said the punch list is mainly for the Council's information.

Mayor Gamec noted that during the restoration, there were driveways damaged and
that shouldn't have happened.

City Engineer Raatikka said that the ends of the driveways would be seal coated
and the culverts straightened out. He said under the Performance Bond, the
contractor is liable for all damages.

12) Proposed Revised/Updating of the City of Ramsey's Comprehensive Plan

Mayor Gamec directed the Council to review the Comprehensive Plan and look
it over and see if there are any changes or recommendations they might have.

13) Set Public Hearing Date for the City's Scenic and Wild River Ordinance

The Council set a public hearing date for the city's scenic and wild river
ordinance for June 24, 1980 at 7:30 p.m.

Special Council
May 19, 1980
Page 6
