proposed accessory building. He said he was misinformed and misrepresented
and it cost him $90.00 to file for a variance. He said he was not notified
and did not receive any official communication regarding a public hearing or
Ordinance 79-4 on variances. He said he didn't see any findings of fact until
a few moments before his variance was denied. The fact finding committee did
not contact him about the building or location of it and they did not see any
drawings or did not know what it wotuld look like. He said none of his neighbors
objected to the building and some thought it was a good incentive for others to
keep snowmobiles, etc. out of sight. He said the City Council should approve
his request for a 1,248 sq. ft. accessory building, or approve a larger size
building than 624 sq. ft. or return his $90.00 because he was asked to apply
for a variance he couldn't have gotten in the first place. He recommended
a copy of the procedures needed to get a variance be given to anyone requesting
a variance.

Councilman Reimann asked Mr. Tousley to leave a copy of his letter and the
council would discuss it later on in the meeting.

City Administrator Schnelle said he has told his people to tell anyone that
it would cost them $90.00 to apply for a variance and if they don't get the
variance, they would be out the $90.00.

The council consensus was to discuss this matter later in the meeting.

Ms. Becker, 6010 Radium Circle

Ms. Becker asked if there was a city ordinance regarding single-family
dwellings.

Councilman Cox said the city has had an ordinance for only single-family
dwellings since he has been in the city, but the city does have violations.

Ms. Becker said she was talking about a condition that exists now next door to her
where people have been living in the basement.

Motion by Councilman Cox and seconded by Councilman Sorteberg to direct the
Zoning Official to review the situation next door to Ms. Becker, 6010 Radium Circle,
where people are said to be living in the basement.

Motion carried. Voting yes-Councilmen Reimann, Sorteberg, Mickelson and Cox.
Voting no-None.

APPROVAL OF AGENDA

City Engineer Raatikka requested that the matter of paving of 153rd be
put under "Old Business", item #12.

Councilman Cox said he heard President Carter is going to have another giveaway
program and create more jobs and it looks like the city's timing for getting
funding for recreation, hockey and public works facilities~ is right. He
requested this issue be put under "Old Business", item #13, for discussion.

Councilman Cox requested the issue of County Rd. #5 and Highway 47 be
added under "Old Business", item #3.

C/June 10, 1980
Page 3
