The resident asked what the council would base its decision on.

Mayor Gamec said the council would take the appraiser's opinion into consideration
regarding the benefit to the property owners.

Councilman Reimann said there is a possibility of just leaving the street
Class V if they just brought it up so it is passable.

Councilman Mickelson noted there is going to be water down there.

City Engineer Raatikka said the big cost is hauling in granular fill.

City Attorney Goodrich said the appmaiser would take into considemation what
the benefit is with blacktop OF without blacktop.

City Assessor Wirz said the value could go up $1,000.

The meeting recessed at 9:10 p.m.

The meeting was called back to order at 9:35 p.m.

John Tousley, 5201 - 155th Ave. N.W.

Mr. Tousley said at the last council meeting, June 10, 1980, he asked for
a review of his mequest for a variance to build a large accessory building.
He noted a fact finding committee supposedly came out and found the facts
negative for two reasons he didn't think were good reasons: 1) the
building didn't fit in harmoniously and 2) the city never granted it before.
He asked what harmoniously meant. He said city staff said they would keep
him in communication, but they didn't. He said at the l~st meeting he didn't
know the issue was going to be reviewed or he would have stayed for it. He
asked why the council turned it down.

Councilman Reimann said the council went according to staff recommendation
and turned it down because it is double the size of what the ordinance says.

Mr. Tousley asked why he wasn't advised of what size he could go for a
variance. He said he could come back at $90 a crack and keep gUessing what
size the council would go.

Councilman Reimann said the ordinance say 624 sq. ft., but he could take a
variance to plead his case.

Mr. Tousley said he applied for a variance because he needed the square footage
but he didn't know why he was recommended to apply for a variance if the
ordinance said 624 sq. ft.

Mayor Gamec said the reason~ rom the ordinance is that theme is one person
who had ten acres and put up a pole building too big and it looks like the
IDS out there. He told the resident that the $90 for a variance tell the
council that he is honed about building the building.

Mr. Tousley said someone should have come out first to find out what he had
planned, what the conditions were and to see his drawings.

C/June 24, 1980
Page 7
