Ms. Kay Brown, Anoka County Community .Action A~ency <br /> <br />Ms. Brown handed out flyers regarding the agency's Weatherization Program. <br />She said this is a free program for low income and special needs groups <br />and there is no strings attached. The reason they are doing it is to conserve <br />energy for our future kids. The program is funded by the Department of <br />Energy. <br /> <br />Ms. Brown said there are a lot of people who have outlived their savings <br />because of inflation of the dollar bill and there are some disabled people <br />too who are living on very little income who will be helped by this program. <br /> <br />Mayor Gamec said the city would put the notice on the City Bulletin Board <br />for citizens to read. <br /> <br />Metropolitan Council Proposed Guidelines for Review of Proposed Amendments <br />to Local Comprehensive Plans <br /> <br />Mr. Charles Weaver, Metro Council Chairman, Roger Scherer, Ramsey's Metro <br />Council Representative, and State Representative John Clawson were present <br />to discuss this issue with the City Council. <br /> <br />Mayor Gamec said the city is against any more restrictions then they have <br />already been getting from the Metro Council. These regulations wll put <br />local government elected officials in a position of asking what their function <br />is. He asked if all the guidelines were to go in effect and the city doesn't <br />agree with them, what can the city do and where can the ci~appeal or will <br />the guidelines be the law. <br /> <br />Metro Council Chairman Weaver said first of all, he was pleased to be here. <br />The thing that most people are not aware of is the law says that any amendments <br />to a Comprehensive Plan must be processed the same way as the Comprehensive <br />Plan and the Metro Council has set about drawing up guidelines to ease that <br />process. They have been meeting, are still meeting on this issue and these <br />meetings will soon be ending. They are trying to ~often the blow from the <br />original statute on this. They are still asking for input from elected <br />officials on the matter. <br /> <br />Mayor Gamec said it appeared to him that the Metro Council is putting more <br />restrictions on the city. <br /> <br />Metro Council Chairman Weaver said it is precisely the opposite. He said <br />these are guidelines and they are now being worked over and there are changes <br />being made. <br /> <br />Mayor Gamec said he knew the Governor hands the Metro Council the law and <br />it is their job to see that it is followed. <br /> <br />Councilman Cox said by the time all the areas that are spelled out in those <br />guidelines regarding major intersections, park areas, river areas, etc. are <br />used up, there isn't much left in the city's jurisdiction. This is a <br />developing community which doesn't get any freebies. <br /> <br />Metro Council Chairman Weaver said the council does recognize the problem <br />Ramsey is having in its community and it is being talked about and looked into. <br /> <br />C/August 26, 1980 <br /> Page 3 <br /> <br /> <br />
