John Clawson, State Representative, said he voted against the Metro Council
Land Planning Act. He said a significant portion of his area lies outside
of the City of Ramsey. Nobody's an island and neither is the metro area an
island and they need to work together with the outstate areas.

Councilman Cox said the original lot size (5 acres) is regressive planning
because of putting larger size lots in areas with smaller size lots.

Metro Council Chairman Weaver said the basic principle is that the Metro
Council is trying to assist the local governments to come up with a good
Comprehensive Plan and he thought the structure is working quite well.

APPROVAL OF MINUTES

Motion by Councilman Sorteberg and seconded by Councilman Cox to approve
the minutes for the Special Council Meeting of August 15, 1980.

Motion carried.
