PROCEEDINGS OF THE CITY COUNCIL <br /> <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />A regular meeting of the Ramsey City Council was held on September 8, 1980, <br />at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota <br />55303. <br /> <br />Members Present: <br /> <br />Mayor Gamec <br />Councilman Reimann <br />Councilman Sorteberg <br /> <br />Also Present: <br /> <br />City Engineer Raatikka <br />City Attorney Goodrich <br />City Administrator Schnelle <br /> <br />Mayor Gamec called the meeting to order at 8:03 P.M. and led in the Pledge <br />of Allegiance to the Flag. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />APPROVAL OF AGENDA <br /> <br />Motion by Councilman Reimann and seconded by Councilman Sorteberg to <br />approve the Agemda with additions of Addanduma. <br /> <br />Motion carried. Voting yes-Mayor Gamec, Councilmen Reimann & Sorteberg. <br />Voting no-None. <br /> <br />Ramsey Landfill <br /> <br />Mr. Fred Soucie, Attorney, stated he was retained by three families <br />who live by the landfill in regards to problems they are having <br />due to the landfill. He said there is a potential health problem at <br />this time by the landfill. There is a pump house shack on the west <br />property line which is sending methane gases and accompanying particles <br />into the air. He was told by Waste Management and Art Dunn that this <br />pump has been running continuously. The odor has been causing three <br />families headaches, stomachaches and nausea. Tests were made on a few <br />children and toxic granules were found in their bloodstream, and the doctor <br />has ordered further testing of children in the area. He requested <br />that the City Council take whatever action they can to abate these <br />running of the pumps which put methane gases and accompanying particles <br />into the air. He spoke with Ms. Ritchie, Public Health Department, <br />and she said to immediately cut back to a maximum of 20 minutes every two <br />hours on the pump. He said he 2poke with City Attorney Goodrich who said <br />this is the county's issue and not the city's. He said he felt the city <br />could generate leverage if they asked Mr. Otter to cut back on the pump. <br /> <br />C/2eptember 8, 1980 Page 1 <br /> <br /> <br />
