PUBLIC HEARING <br /> City of Ramsey <br /> Anoka County <br />State of Minnesota <br /> <br />Pursuant to due call and notice thereof, the Ramsey City Council held a <br />public hearing regarding Street Improvement (Countryside Estates #80-15) <br />on September 16, 1980, at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., <br />Ramsey, Minnesota 55303. <br /> <br />Members Present: <br /> <br />Mayor Gamec <br />Councilman Sorteberg <br />Councilman Mickelson <br />Councilman Cox <br /> <br />Members Absent: Councilman Reimann <br /> <br />Mayor Gamec called the meeting to order at 9:00 P.M. <br /> <br />Mayor Gamec said this hearing was on whether to blacktop or put in Class V <br />without blacktopping of Countryside Estates development. <br /> <br />City Engineer Raatikka said it is proposed to grade the streets, install <br />Class V gravel, pave the streets and restore the boulevards. He said the <br />proposed street section is a rural type 24' wide street. He said the street <br />section proposed consists of a 3" gravel base with a 1~" bituminous surface. <br /> <br />City Engineer Raatikka said the estimated costs of the project are $85,000 <br />for bituminous surfacing, $39,000 for Class V Gravel, $16,500 for @ading and <br />$20,700 for restoration and culvert installation. $161,200 is the estimated <br />construction cost, plus contingencies engineering & administrative costs of <br />$40,300 for a total estimated cost for street improvement of $201,500. <br />It is proposed to assess the cost on a unit basis. The cost is divided between <br />109 units for a total of $1,848.62 per unit. At 10% interest for 10 years, <br />the annual unit cost is $300.96. <br /> <br />The cost of the project could be reduced by $106,250 if the bituminous surfacing <br />was deleted. Therefore, the cost excluding bituminous would be $95,250. <br />That cost divided between 109 units would come to a total of $873.85 per unit. <br />At 10% interst for 10 years, the annual unit cost would come to $142.26. <br /> <br />City Engineer Raatikka explained it will be up to the individual owners to <br />take care of their own driveways, with the exception of a one-foot apron which <br />would be provided on all driveways to protect the edge of the pavements. <br /> <br />He said as far as scheduling of this project, he recommended that this project <br />be bid as soon as possible this fall so it could be installed this fall with <br />restoration to be done next spring. <br /> <br />Mayor Gamec said Country Side Estates is in what the city considered a rural <br />service area and the city is not looking at putting sewer & water in this area. <br /> <br />PUBLIC HEARING <br />September 16, 1980 <br />Page 1 <br /> <br /> <br />
