Mayor Gamec said ninety-nine (99%) percent of the street improvements in
Ramsey have been done by H & S. He said the reason the city put this
project and another project through is because costs are coming in far below
what the city estimated. What the bid is will be what is charged to the
property owners. 8.5% is the final cost to the homeowners.

Mr. Tom Woodfill, 9052 - 175th Lane N.W.

Mr. Woodfill said most of the complaints about roads have been from the people
at the end of 176th. He said he didn't feel there has to be any street
improvements done in ~he area where he lives. He said in 1974, there was
a problem with roads in that same area and nothing was done since that time.
He felt it could have been fixed up before at a more reasonable cost He
said no one came to his house with a petition. He said he was told the only
way anything could be done is if something was done for the whole area.

Mayor Gamec saidthere i~ a drainage going down into that area and washing out
the street. He said adding Class V would not stop that particular problem.
The city is looking at putting in additional culverts and working with the
developer and changing drainage to convert some of the water back. Two
outlots are on the corner of Ogilvie where there is continual problem with
buildup.

Mr. Woodfill asked why all this extra work to be done should be divided up
among all the residents in the area.

Mayor Gamee said its the people up above's water that is causing the problem
down below and it~is the city's policy to assess all the people ~in an area.
Mr John~e~~or e
· ~, Att n y Representing Lee Hennen

Mr. Bu~k said Mr. Hennen owns six lots in Country Side Estates and has outstanding
purchase agreements right now. Mr. Hennen is expressing his disapproval of
the paving because of the fact that it.is required that~the buyer on[..his purchase
agreements is required to pay off pending assessments at the time of closing.
He is in a position of being out extra money or cancelling out the purchase
agreements. He is asking that this project be tabled until next spring.

Mayor Gamec said if the project goes through, Mr. Hennen will be assessed
for those lots.

City Attorney Goodrich said it will cost him approximately $12,000.

Mm. Gary Hire, 8645 - 176th Avenue N.W.

Six months down the road, there might be the same situation.

Mr. Lloyd Crank, 8700 -'175th Lane N.W.

Mr. Crank asked what the percentage was of those in favor of the project.

Mayor Gamec said the city looks at a petition as residents wanting to know
costs, etc. That paper basically orders a public hearing and the city has
to have 35% of the owners~..and then it is obligated to hold a public hearing

PUBLIC HEARING
September 16, 1980
Page 2
