A vote was taken of the residents present. 24 Residents voted. 17 voted
for complete street improvement, none voted for just Class V with assessment
and Y voted against the project.

Eleven of those present live on 176th and on the back end of Marmoset.

Mr. ~Dave Richmond, 17623 Marmoset St.

Mr. Richmond said he understood that only certain streets were going to be
improved. He questioned whether it is necessary to put in all those streets
even where no one lives. He asked if the council felt there is a fair
amount of those present for or against.

Mayor Gamec said his feeling was that the people who came to the hearing are
the ones concerned and everyone was notified of the hearing. He said he
was surprised only 2~ were present.

Councilman Cox noted the city has never established a policy on whether
to assess Class V or not. He felt the council should determine the policy.

Mayor Gamec said the city is not looking at major expenditures in Class V work.
There still would not be much money put into the budget for Class V because
of the blacktopping going in.

City Administrator Schnelle said the council should make a policy determination
on the Class V issue as soon as possible.

Mr. Woodfill said at the meeting in May, there was money set aside for Country
Side Estates and because there wasn't complaints, that money was used for other
things.

City Administrator Schnelle said he thought the council should definitely
establish a policy. The city ha~ to have it right away because it is going to
affect all the improvement projects this year.

City Attorney Goodrich questioned whether this project has been treated different
than any other in the city.

Mayor Gamec said there is only 48 homes in that area and
present. There is quite a bit of undeveloped areas there.

24 residents

Motion by Councilman Cox and seconded by Councilman Sorteberg to adjourn
the public hearing.

Motion carried. Voting yes-Mayor Gamec, Councilmen Sorteberg, Mickelson and Cox.
Voting no-None.

The public hearing ad~urned at 9:45 P.M.
Re s Po ct j~ ~is ubmit/~, ~ ~/~

Ci~ ~ministrator/Clerk
/ PUBLIC HEARING
./ Septe~er 16, 1980
/~ Page 3
