PUBLIC HEARING <br /> City of Ramsey <br /> Anoka County <br />State of Minnesota <br /> <br />Pursuant to due call and notice thereof, the Ramsey City Council held a <br />public hearing regarding Street Improvement (1S3rd Lane N.W. and 154th Lane <br />N.W., Zirconium Street N.W. and Xenon Street' N.W.) #80-16 on September 16, 1980 <br />at the Ramsey Municipal Center, 15153 No~rthen Blvd. N.W., Ramsey, Minnesota 55303. <br /> <br />Members Present: <br /> <br />Mayor Gamec <br />Councilman Sorteberg <br />Councilman Mickelson <br />Councilman Cox. <br /> <br />Members Absent: Councilman Reimann <br /> <br />Mayor Gamec called the meeting to order at 9:46 P.M. <br /> <br />City Engineer Raatikka said this project consists of paving of streets <br />between Sunfish Lake Blvd. and Hematite Street N.W. <br /> <br />City Engineer Raatikka said the proposed project includes bituminous surfacing, <br />Class V gravel, grading and culvert installation, ditch and culvert cleaning <br />and restoration. The street section proposed consists of a 3" gravel base with <br />a 1~" bituminous surface, with a width of 24'. It is proposed to construct <br />a birm in the area along 153rd Lane. <br /> <br />The estimated costs of the project are $44,000 for bituminous surfacing, <br />$20,500 for Class V Gravel, $11,800 for grading and culvert installation, <br />and $11,?00 for Restoration, ditch cleaning and culvert cleaning. It is <br />proposed to assess the cost on a unit basis. The cost is divided between <br />67 units for a total of $1,641.79 per unit. At 10% interest for 10 years, <br />the annual unit cost is $267.21. He recommended the project be bid this fall. <br /> <br />The total costs including contingencies, engineer & administrative costs <br />of $22,000 came to an estimated project cost of $110,000. <br /> <br />He then pointed out the lots with two or more assessments. <br /> <br />Mayor Gamec said all the city stree~are done with 1~" bituminous mat and <br />it has held up. Ramsey soil is very good for blacktopping. Sewer g Water <br />will be available to this area in about 20 years, but this is not for sure. <br />It is the council's main objective not to have sewer & water in the outside <br />area. ~ about five years, the streets will need seal coating and the council <br />has not made a decision on whether seal coating wilt~be assessed or not, <br />but that decision will be made this year. <br /> <br />Mr. Ralph Reiter, 6522 - 153rd Lane N.Wo <br /> <br />Mr. Reiter asked why the driveways can't be included in the project. <br /> <br />PUBLIC HEARING <br />September 16, 1980 <br />Page 1 <br /> <br /> <br />
