City Administrator Schnelle said the city did Class V work on Gotham Sandy <br />Acres and 161st from #83 to Variolite because it benefited more than the <br />immediate residential areas and were thoroughfare streets. In regards <br />to seal coating and Class V, the city has done strictly general maintenance <br />and repair work. All past projects should not have had to pay for Class V <br />if they were on a thoroughfare street. <br /> <br />Councilman Cox said in the vent a road was in bad shape, the city would have to <br />bring it up to standard. <br /> <br />Mayor Gamec said the policy should be that the Class V work be paid for <br />through the regular assessment. A major upgrading should be assessed <br />and the city should take into consideration the benefit to those property <br />owners, like on 161st. If an area cannot afford an assessment and there are <br />holes in the road, the city is obligated to fill the holes, but not do the <br />entire road. <br /> <br />Councilman Cox said the council said Waco Street should be brought up to <br />city standards. <br /> <br />City Engineer Raatikka said Gorham's was done under the project. He put the <br />ditches in and the city picked up the grading costs. <br /> <br />It was the council's consensus that basically Class V should be general <br />maintenance work. <br /> <br />City Administrator Schnelle was instructed to prepare a resolution on Class <br />V policy. <br /> <br />2) Countryside Estates Street Improvement Project #80-15 <br /> <br />Mayor Gamec asked if the blacktopping would solve the drainage problems. <br /> <br />City Engineer Raatikka said it would if the ditches were cleaned and a <br />culvert was put in. <br /> <br />Councilman Sorteberg noted that the blacktopping would increase the value of the <br />vacant lots. <br /> <br />Motion by Mayor Gamec and seconded by Councilman Sorteberg to adopt Resolution #80-112 <br />Ordering Improvement and Preparation of Plans and Specifications, Street <br />Improvement Project ~80-15 (Countryside Estates). <br /> <br />Motion carried. Voting yes-Mayor Gamec, Councilmen Sorteberg, Mickelson and Cox. <br />Voting no-None. Please refer to resolution file for Resolution ~80- 112. <br /> <br />3) 153rd Lane N.W. and 154th Lane N.W., Zirconium Street N.W. and Xenon Street NoW. <br /> <br />Street Improvement Project #80-16 <br /> <br />Motion by Councilman Cox and seconded by Councilman Mickelson to adopt Resolution ~80-113 <br />Authorizing Placement of Stop Signs on 154th & Zirconium, one to be put on <br />the SE corner of Zirconium and one to be put on the NE corner of Zirconium & 154th. <br /> <br />Motion carried. Voting yes-Mayor Gamec, Councilmen Sorteberg, Mickelson and Cox. <br />Voting no-None.
