SPECIAL MEETING
City of Ramsey
Anoka County
State of Minnesota

Pursuant to due call and notice thereof, the Ramsey City Council held a
public hearing regarding the Housing Size Ordinance on September 16, 1980
at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota 55303.

Members Present:

Mayor Gamec
Councilman Sorteberg
Councilman Mickelson
Councilman Cox

Members Absent: Councilman Reimann

Mayor Gamec called the meeting to order at 7:55 P.M.

Mayor Gamec said about two or three years ago, the city was told to look into
low and moderate housing in regards to the Comprehensive Plan. At that time,
the city did not consider the houses in Ramsey to be moderately priced. But
now those houses are considered low priced. Eighty per-cent of the home owners
have been able to move out to Ramsey because of no sewer $ water. Ramsey
has approximately 200 lots that are unbuilt. To continue servicing of these
lots, the city is looking at filling them up and at different financing
and the possibility of the city getting involved in bonding. ~t the!time,
the city felt Ramsey was growing rapidly and it didn't need to change the
housing size. But then the housing took'a drop from 287 homes per year to
86 homes per year. With the economy and housing taking a drop, there are
several parcels with no houses on them. There is a $20,000 deficit in the
Building Department and the city will have to raise taxes to make it up.
The P & Z Commission had a meeting with the E.D.C. and they looked into energy
efficient housing. Gas costs and fuel costs have driven people from Ramsey.
Energy efficient--type housing and solar underground, type housing should be
considered.

Councilman Sorteberg noted that in Anoka there are various size houses,
some with garages and some without garages.

Mr. Dennis Hanson, 15700 Dolomite

Mr. Hanson questioned the difference in the Rambler size.

Councilman Sorteberg said the city did not change the Rambler Size. It
was 1100 sq. ft. with garages and 960 sq. ft. without garages.

Mr. Hanson asked if there was a law that stated this.

Mayor Gamec said there was not.

Mr. Hanson said he built his house less than a year ago and that was the law then.

SPECIAL MEETING
September 16, 1980
Page 1
