Mayor Gamec said there has been an 80% turnover out in Whispering Pines because <br />of the high cost of living there. Garages have been built in Whispering Pines <br />where there were none originally. He felt the problems do not necessarily <br />lle with the person with the small house. <br /> <br />Mr. Duane Williams, 6621 N.W. 157th Ave. <br /> <br />Mr. Williams commented that he would like to be able to at least get a return <br />on his investment. He asked why the city spent time and money to send out <br />a CABLE TV questionnaire and not a notice on the change in the housing size <br />regulations. <br /> <br />Mayor Gamec said the city publishes hearings on any ordinance changes and <br />the city deals with ordinances constantly. CABLE TV required the questionnaire. <br /> <br />Mr. Williams said the houses look a lot different without the garages. He <br />felt a cheaper house next to a higher quality home does affect the resale <br />value of the higher quality home. He said he lived in High Point Addition. <br /> <br />Mayor Gamec said most of the city is covered under restrictive covenances, <br />but High Point Addition is not. <br /> <br />Councilman Cox said he would be in favor of requiring garages in areas that <br />have already started development. He said he didn't think he would change <br />anything else. <br /> <br />Mr. Hanson said if he wanted to build a house without a garage when he built <br />his house, the city would have turned him down. He said he thought the city <br />should take interest in his investment. He said he felt the smaller homes <br />should be built in an area where it wotuld better fit. <br /> <br />Councilman Cox said all the councilmen had some reservations about this. <br />He said maybe the council should have looked at more restrictive energy <br />requirements and not necessarily at housing sizes. <br /> <br />Mr. Hanson said this is just one group of people complaining, but in the <br />future, there will be more people complaining. <br /> <br />Mayor Gamec said in the city, there are a lot of restrictive covenances and <br />a person should look for restrictive covenances when they move to a new city. <br /> <br />Mr. Williams said he felt the people building these smaller houses are <br />first-time homeowners and have not lived in Ramsey before. <br /> <br />Councilman Cox suggested making the ordinance just applicable to new plats <br />and using the old ordinance for those developments already started. <br /> <br />Councilman Sorteberg said a person will find that of those houses built without <br />a garage, there are very few left that still do not have a garage. <br /> <br />Mr. Hanson noted that there is a conflict of interest on the board. He felt <br />this issue was a conflict of interest to anyone on the board who is involved <br />in real estate and he knew Councilman Sorteberg is a real estate agent and he <br />felt Councilman Sorteberg should not have anything to say on this issue. <br /> <br />SPECIAL MEETING <br />September 16, 1980 <br /> <br /> Page 2 <br /> <br /> <br />
