City Administrator Schnelle said the City has had numerous complaints on <br />Tungsten Street. <br /> <br />Mr. O'Rourke said water flows from the Grosslein building and parking lot <br />to Rivlyn. He noted there is no storm sewer on the west side of Grosslein's. <br /> <br />Much discussion was held regarding this issue.'~.. <br /> <br />City Administrator Schnelle said the assessment hearing that is coming up will <br />determine the assessment on the project as it now stands. <br /> <br />City Engineer Raatikka said eventually, the City can assess it back to the <br />people when the street is put in. <br /> <br />Motion by Councilman Mickelson and seconded by Councilman Cox to adopt <br />Resolution #80- 121 Ordering Improvement to Overlay Tungsten Street with <br />One and One-Half Inch Bituminous Mat and Ordering Preparation of Plans and <br />Specifications of Same. <br /> <br />Motion carried. Voting yes-Councilmen Reimann, Sorteberg, Mickelson and Cox. <br />Voting no-None. Please refer to resolution file for Resolution #80- 121. <br /> <br />Motion by Councilman Mickelson and seconded by Councilman Cox to Adopt <br />Resolution #80-122 Authorizing a Catch Basin at the Intersection of Tungsten <br />Street and Rivlyn Avenue with the City Picking up the Cost of the Catch Basin. <br /> <br />Motion carried. Voting yes-Councilmen Reimann, Sorteberg, Mickelson and Cox. <br />Voting no-None. Please refer to resolution file for Resolution #80-122 . <br /> <br />Councilman Cox said the overlay of Tungsten Street would be assess to the benefitting <br />property owners. <br /> <br />City Administrator Schnelle said the possibility exists that the residents <br />who use the road will be assessed for a portion of the cost for overlaying <br />Tungsten Street. There has not been any policy established on this. <br /> <br />Mr. Dickenson, Jr. asked if once a street is in and established, would the <br />City assess the people for redoing it. <br /> <br />Councilman Reimann said yes, even for seal-coating. He said with the oil costs <br />so high, it is being assessed to the benefitting property owners. <br /> <br />Councilman Cox said the policy is changing because of all the street that are <br />being blacktopped. <br /> <br />Mr. Grosslein asked how soon the council was going to move On this project. <br /> <br />City Engineer Raatikka said it would be added to an existing city project <br />by change order and he would have the change order at the next regular council <br />meeting of October 14, 1980. <br /> <br />2) Amendment to Section 170.038C paragraph (7) of Chapter 170.03 of the City <br /> <br />Code Regarding Dead End Streets Or Cul-De-Sacs <br /> <br />City Engineer Raatikka recommended adding "No cul-de-sac shall be over 600'. <br /> <br /> Special Council <br /> September 80, 1980 <br /> Page 3 <br /> <br /> <br />
