He recommended that Waste Management's proposal of a colored metal
building (white roof and green walls to match the landfill slopes)
be approved.

Mayor Gamec asked if it should be stipulated that the building be
a temporary building.

Discussion followed on the proposed building site.

City Administrator Schnelle said most of the noise would be from
the burning off of the methane gas. They told him it would sound
like an air conditioner.

Both the councilmembers and the residents present expressed concern
about the noise it would cause. Building Official Berg was instructed
to notify Waste Management to do something about the noise.

Motion by Councilman Cox and seconded by Councilman Sorteberg to
authorize Building Official Berg to issue a permit for the construction
of a 20 x 20 metal building which will be green in color to blend in
with the terrain for the purpose of housing pumps for methane extraction.

Motion carried. Voting yes-Mayor Gamec, Councilmen Sorteberg, Reimann,
Mickelson and Cox. Voting no-None.

SETTING PUBLIC HEARING FOR PROPOSED USE OF REVENUE SHARING FUNDS~

Mayor Gamec said council should look at the fact that the City may
be cut back when doing the budget.

Motion by Councilman Reimann and seconded by Coun~ihan Sorteberg to
set a public hearing for proposed use of revenue sharing funds for
the last regular council meeting on November 25, 1980.

Motion carried. Administrator Schnelle said the Zoning Ordinance in its present
form is a very comprehensive, time-consuming and expensive document to
administer. The f~)rderly Land Development Paragraph 170.014K of the
City Code (which includes site and design plan) creates a fantastic
amount of workload for City Staff and expense to the developer. The
Conditional Use Permit Paragraph 170.016 of the City Code usurps
staff time and Council time. It is also a never ending administrative
burden on the City Staff. The Board of Adjustment Paragraph 170.018
of the City Code usurps staff time in that it is administrative
burden. It also is an expensive cost factor to people who have to
go this route. Urban Development Permit (Site and Design Plan)
usurps staff time in that it becomes an administrative burden. It
is also an expensive cost factor to people who have to go this route.
Zoning Violations are very difficult to police and usurp a fantastic
amount of time.

SPECIAL COUNCIL
November 5, 1980
Page 2
