He said street maintenance is going to be an expensive operation in <br />that it will usurp time and will consist of tar-filling of cracks <br />that develop in the asphalt streets. Merle Mevissen is going to have <br />to have more time away from foreman work. <br /> <br />Councilman Reimann suggested hiring seasonal help being most of the <br />work is in the summer. <br /> <br />Public Works Superintendent Merle Mevissen said there is plenty of <br />work in the winter time too. <br /> <br />Councilman Reimann asked him what he thought of using college kids <br />in the summer time. <br /> <br />Superintendent Mevissen said he hasn't been able to get at culverts <br />and drainage work. <br /> <br />City Administrator Schnelle said the drainage problems a~e going to <br />get worse. He has been told that the culverts should be opened <br />and the City is liable for a suit if someone is flooded out. People <br />were really concerned when their homes were getting flooded and there <br />wasn't anything the City could do. Having the culverts steamed and <br />in would have helped some of the problem. <br /> <br />Conncilman Reimann said the City has a certain responsibility when <br />a permit-is issued, but the City could hold people responsible <br />if there is something they did wrong. <br /> <br />Mayor Gamec said it appears that City Administrator Schnelle is saying <br />the City has too much work. <br /> <br />City Administrator Schnelle said he brought the items up for council's <br />information. He would like them put on the agenda and the council's <br />answer2 to them would be appreciated. <br /> <br />Councilman Reimann said the City can't expect the citizens of Ramsey <br />to pay for everyone else's water problems. <br /> <br />Councilman Sorteberg said the City will probably buy land for casements. <br /> <br />Councilman Cox said the items were brought up to give the council the <br />whole scope of the problems and maybe it would come down to hiring <br />an assistant to City Administrator Schnelle. Decisions can be made <br />on where the priorities are and what can be cut down. <br /> <br />City Administrator Schnelle said he wanted the council to review the <br />items, talk with the people involved and get back to him with some <br />decisions. <br /> <br />Mayor Gamec noted that P & Z Commission Chairman Ken Peterson is not <br />going to have the time to do some of the things he has been doing. <br /> <br />City Administrator Schnelle asked the council to look at how sophisticated <br />they want the city to be. <br /> <br />Councilman Cox said he thought these items should be reviewed before <br />the Council approve the Budget for 1981. <br /> <br />SPECIAL COUNCIL <br />November 5, 1980 <br /> Page 4 <br /> <br /> <br />
