Mayor Gamec said he received complaints that the City is not responding.

Polio~ Chief Mike said there is a ].ack of communications between what
the County is doing and what the 'City is doing.
The hours between 4 a.m. and ? a.m. 'or 4 a.m. and 10:30 a.m. are the
times not covered and they are not getting reports from the county
regarding these hours.

Councilman Cox asked if it would be reasonable to hire a part-time
man.

Police Chief Mike said part-time men are hard to get. They have to
be trained to the same degree and licensed. Most departments won%
allow it. None of the local police departments would allow their
people to work part time for another agency.

Engineering

Mayor Gamec said he was told it would cost about $30,000/year for
an Engineer. He suggested adding an Administrative Assistant or
a Planner.

City Administrator Schnelle said it was his feeling that the City
would be jumping out too far to hire an Engineer without the utilities
in the city.

Councilman Cox said he didn't think the City needed an Engineer.
He said he was happy with the way things in that area were being
handled at the present time. He suggested looking at ways to
streamline the items and also looking at hiring an Assistant to
City Administrator Schnelle.

City Administrator Schnelle said it would cost approximately $17,000
to $18,000 for someone experienced. He said he didn't want a person
just out of school and the total cost for an experienced person would
be about $35,000.

Mayor Gamec said to put $35,000 down for this item.

Street Maintenance

City Administrator Schnelle said there is always a lot of things the
City wants the Street Department to do and the drainage is getting to be
a problem. The City should have Superintendent Mevissen on things
like watching the contractors and the city's interests out there. He
can recognize problems that the inspector won't recognize. More of
Merle's time will be spent on administration. Merle is being spread
pretty thin.

Superintendent Mevissen said the City is going to have to add personnel
as it adds roads and there is a maintenance problem on the signs that
were put out also.

City Administrator Schnelle asked the council to look at how much
service they want to provide.

SPECIAL COUNCIL
November ~, 1980
Page 7
