The consensus of the council was to leave the street maintenan~man
in and go over again later.

Councilman Reimann said being a lot o£ these items could be done in
the summer, he would recommend putting on a group in the summer and
then trying to get by without putting a full-time man on in the
wintertime.

Mayor Gamed noted the dog problem is getting very bad and there are
incidents of dogs chasing joggers.

~irport

Councilman Reimann asked what would happen if the City should drop
the Airport Program.

City Administrator Schnelle pointed out that the taxpayers have
already been asked to spend a certain amount of dollars on this
program and the council would have to have a good reason to drop it.

City Engineer Raatikka said the total report is supposed to be done
by the end of the year.

City Administrator Schnelle said he thought the City should be meeting
with the Metropolitan Airport Commission. Maybe they would be interested
in helping us with this.

City Engineer Raatikka said this is a site plan study and a relocation
study and would prove that the site is feasible.

City Administrator Schnelle said the City would have to come up with
the money for land acquis~ion, but the State may come in and help with
it.

Councilman Cox said he knew Crystal and Anoka Airports are having a
problem and it is probably one of the most suitable areas around.
He said he could see the possibility of it being a boon to the
City of Ramsey.

Councilman Cox said maybe the County would consider participating in
this.

City Administrator Schnelle said counties can contribute monies for
airports. It would provide for a much larger area than the City.

Mayor Gamec said at this time, the Gi%y is stuck with the figure
because of the fact of completing the study. After the study, he
suggested getting together with the Metro Airport Commission
and the County and going over the items discussed.

Councilman Cox said the City is not in a position to be spending a lot
of money on this item.

Consensus of the council was to leave the figure listed for the time being.

SPECIAL COUNCIL
November ~, 1980
Page 8
