Council then moved the discussion on to the need for a public works man which pertains to Street Maintenance Activity (Supplement #4) Snow and Ice Removal Activity (Supplement #5) and Park and Recreation Fund (Supple- ment #9). Street Superintendent Mevissen stated he needed this man due to the fact he just doesn't have the man hours to cover the demans that are being put on his department. He stated that he now has to do most of his report writing during his off hours. City Administrator Scb~elle pointed out to the Comncil that there was a definite need in this department for that additional man. Co,until members further discussed the need of this man. Council at this point moved on to the use of Revenue Sharing dollars. Councilman Cox wanted to know if the City could use Revenue Sharing to reduce -the total tax load as proposed in the budget. City Administrator Schnelle stated yes that Revenue Sharing could be used to reduce the tax levy. City Administrator Schnelle stated that Council first had to establish a use and the dollar amount for the use and then conduct a public hearing on this proposed use. Councilman Cox wanted to know if Revenue Sharing money shouldn't be used for recreation or park improvement. Mayor Gamec stated the Park and Recreation Commission was working up a bond proposal for this public improvement. Further discussion was held on this and then Councilman Sorteberg recommended that Revenue Sharing be used as follows: 1) Municipal Center Development 2) Engineering Total uses $30,000 $17,000 $47,000 Page 3 Special Council November 127 1980
