Voting no None." <br /> <br />Mrs. Nugent stated that she was opposed to the removing of the fence (sheet <br />metal fence) because the animal problem existed before the fence was up. <br />Further, Mrs. Nugent stated that the fence served as a privacy fence F~,r~ <br />the neighbors. It also served as a wind break for the livestock. Also <br />the Nugents stated they had a lot of money tied up in the cost of this <br />fence. <br /> <br />Mayor Gamec stated to Mrs. Nugent that they were all going to have to learn <br />to get along in that neighborhood. He stated their actions are jeopardizing <br />'their right to keep animals. <br /> <br />The question was raised about the Nugent's pigs. City Attorney Goodrich <br />stated they are in violation of the City Code and they have to be removed. <br />City Attorney Goodrich stated that the Nugent's would have to get a condi- <br />tional use permit to keep the cattle on the Dill property. The Nugents then <br />stated they could keep two cows on 4.9 acres (the home place) without having <br />to get a conditional use permit. <br /> <br />Councilman Cox asked the Nugents why they needed a fence such as stated above. <br />They stated it served as a wind break for the animals. Councilman Cox then <br />asked when the cattle were all kept on their home place. The Nugents stated <br />in the spring of the year. Mrs. Nugent also stated her milk cow was kept <br />there year round. <br /> <br />It was brought to Council's attention that the Planning and Zoning Commission <br />in their finding of fact in accordance with the City Code noted the fence <br />possibly devalued market values on the homes. <br /> <br />Mayor Gamec called for a motion to grant a conditional use permit to the <br />Nugents to maintain cattle on the Dill property. <br /> <br />Motion by Councilman Sorteberg and seconded by Councilman Cox to grant a <br />conditional use permit to the applicant in order to keep cows on the Dill <br />property which is described as the Northwest Quarter of the Southwest <br />Quarter of Section 2, Township 32, Range 25, Anoka County lying northerly <br />of County Road #63. <br /> <br />That a feed lot shall not be established at any time on the premises, with- <br />out a Minnesota Pollution Control Agency fee~lot permit, and that this shall <br />not be valid unless and until the applicant enters into a conditional use <br />permit agreement with the City. <br /> <br />Motion carried.
