Voting yes Mayor Gamec, Councilmen Sorteberg and Reimarna. <br />Voting no None. <br /> <br />CASE #3 LILLIAN M. NUGENT REQUEST FOR CONDITIONAL USE PERMIT TO KEEP COWS <br /> <br />Mayor Gamec called upon the City Attorney to'the motion that the Planning <br />and Zoning Coramissi~ch contained their recommendation to the Ramsey <br />City Council: ~ <br /> <br />"Motion by Benjamin Deemer, seconded by Harry Ellis - That based on the <br />Findings of Fact the Planning Commission recommends to the City Council <br />that the City enter into a conditional use permit agreement between Mrs. <br />Nugent and the City and that when said agreement is executed by all parties, <br />a conditional use permit be issued to the applicant to conform with the <br />agreement, and that said conditional use permit agreement contained the <br />following conditions: <br /> <br /> 1) The applicant supply a drawing of where the animals will <br />be located in the garden and cement slab, including measurements. <br /> <br /> 2) Number of animals not to exceed 50 contingent upon the <br />acceptability of that parcel to handle that mmomat of cattle as determined <br />by the PCA permit. <br /> <br /> 3) Applicant must obtain a PCA feedlot permit and comply with <br />the conditions set forth therein. <br /> <br /> 4) The present pig operation to be phased out by May 1, 1981 <br />after which time no pigs will be permitted on any of the subject premises. <br /> <br /> 5) The existing corrugated steel fence will be removed by <br />June 1, 1981. <br /> <br /> 6) The maximum number of permitted cows contained on the 4.9 <br />acre site will be there for an approximately 2-month period each spring. <br />In no event shall the cattle be on the 4.9 acre site later than May 15th <br />of each year, with the exception of one milk cow which may be maintained <br />on this site during the entire year. If unusual seasonal circumstances <br />require, the applicant may request of the City Council permission to keep <br />the cattle on the 4.9 acre site after the May 15th deadline. <br /> <br /> 7) There will be no manure spreading in the Ford Brook flood <br />plain or west of said flood plain. <br /> <br /> 8) The applicant will provide and implement an insect and <br />rodentprevention plan. <br /> <br /> 9) There will be no manure stock piling on the 4.9 acre site <br />and the mant~re will be cleaned so as not to cause a nuisance and shall be <br />cleaned at a minimum of at least once every two weeks. <br /> <br />C/December 16, 1980 <br /> Page 9 <br /> <br /> <br />
