felt the kids sometimes had too much supervision in their recreational <br />activities. He also stated he did recognize the need for the organized <br />park program. Councilman Cox asked if the back stops for Titterud Park <br />had been installed. The answer to his question was no they had not been <br />installed. Mayor Gamec stated that the citizens wanted the City to do it <br />and couldn't understand why the City didn't do it. <br /> <br />Councilman Cox stated that the business comm~unity needed a break to s~r- <br />vive as they are a very important aspect of our total commtunity and ~hey <br />have to be considered in any issue that is going to increase taxes. <br /> <br />Mayor G~nec stated~had talked to approximately 500 citizens in regards <br />to this park issue and they were not opposed to it. <br /> <br />Dennis Donovan stated that the people would go for a $900,000 bond issue. <br /> <br />Councilman Sorteberg reiterated that there would have to be a limit placed <br />on the interest rate that the City would pay on the proposed bond issue. <br />Mayor Gamec stated that the State law dictated the maximum interest rate <br />that may be charged on a general obligation bond issue. ~ayor Gamec stated <br />that 'the Park Commission was only looking at a ten year bond issue versus, a <br />fifteen year bond issue. He stated the difference in taxes between the two <br />proposed bond issues made the ten (10) year a better issue. <br /> <br />Councilman Reimann stated he was concerned about the amount of people needed <br />maintain the proposed park. Mayor Gamec said in answering Councilman Reimann <br />question in their checking that it would be one extra man going into the third <br />year of operation. <br /> <br />Councilman Reimann stated he would like to see the City go a little bit at a <br />time through the General Fund as the City has been doing these past years. <br />Dermis Donovan stated he respected Councilman Reimann's thoughts bUt the <br />approach the City has taken is the past and present which is a little bit <br />of park improvement at a time hasn't worked too well in solving problems. <br /> <br />Councilman Cox stated that there would be some input available soon on the <br />proposed recreation facility which would be located in the southeast quadrant <br />of Ramsey on State Highway #47. He stated that was in for federal grant <br />funds. He stated that the consultant would have recommendations back within <br />a month on which area would be the best to develop referring to the above <br />area or on area located at Bunker Hill. <br /> <br />Dennis Donovsastated he was looking at a $900,000 bond issue to do the job <br />properly. <br /> <br />Mayor Gamec called for a motion on the Park and Recreation Commission request. <br /> <br />Motion by Councilman Sorteberg and seconded by Mayor Gamec containing the <br />the following authorization: <br /> <br />a) Maximum amount of bond issue not to exceed $800,000. <br />b) Authorize to spend $1,600 to print up brochure on pro- <br /> posed park improvement bond issue. <br /> <br />C/December 16, 1980 <br /> Page 8 <br /> <br /> <br />
