Motion by Councilman Sorteberg and seconded by Councilman Reiman~ to have the <br />Graves post a $3,000 escrow fund with the City of Ramsey prior to the issuance <br />of a building permit. Purpose of the $3,000 escrow will be to insure that the <br />GraYes prepare a site and design plan drawing according to scale by January 10, <br />1981. Further, to enter into an agreement with the City which binds the <br />Graves to accor~plishing all things they agreed to in said agreement. The <br />above stated proposed agreement is to be completed by January 10, 1980. Any <br />failure by the Graves to perform on the above means forfeiture of the $3,000. <br /> <br />Motion carried. Voting yes Mayor Gamec, CoUncilmen Reimann and Sorteberg. <br />Voting no None. <br /> <br />Councilman Cox entered the regular meeting at 8:24 P.M. <br /> <br />CASE 2A DENNIS DONOVAN REGARDING THE PROPOSED PARK BOND ISSUE <br /> <br />Mr. Donovan, Chairman of the Ramsey Park and Recreation Commission addressed <br />'the Council on the proposed bond issue for park improvement and. what he needed <br />from the City Council. He asked Council members if they each had received a <br />copy of the report titled "Report on the Feasibility Study for Park Improve- <br />ment, City of Ramsey August, 1980'~ which was done by Consulting Engineers <br />Diversified, Inc. Mr. Donovan reviewed the said study with the Council and <br />pointed out why it was a necessity to pursue the park improvement bond issue. <br /> <br />Dennis stated they wanted the following from the Council: <br /> <br /> 1) Council thoughts on the project park study's estimated <br /> cost of $800,000 was a feasible cost. <br /> <br />2) .Park Commission stated they wanted Council's bottom line <br />cost for the subject park improvement bond issue. R@. Donovan <br />stated they would like CoUncil to consider a maximum bottom <br />line cost of $900,000. <br /> <br />3) CoUncil approval to print up a brochure on the proposed <br />bond issue for the park improvement. <br /> <br />4) Council authority to spend up to $1,600 for a brochure on <br /> the park improvement. <br /> <br />Council members all discussed the pros and cons on the proposed bond issue. <br /> <br />Councilman Sorteberg asked Mr. Donovan how we can show a need for the above <br />said park improvement. Mr. Donovan answered by saying it is obvious by the <br />demands that are being placed on our ballfields, skating rinks and other <br />facilities. <br /> <br />Mr. Donovan stated that the citizens should be allowed to vote and they will <br />give us their expressed opinion by this vote if there is a need for this park <br />improvement. <br /> <br />Councilman Cox asked if the City was going away from the neighborhood park <br />system.
