Motion by Comacilman Sorteberg and seconded by ComacilmanReimann direct- <br />ing that the City of Ramsey send thank you letters to the above public <br />officials thanking them for their participation in the above stated meet- <br />ing. <br /> <br />Motion carried. Voting yes Mayor Gamec, Councilmen Reimaran and Sorteberg. <br />Voting no None. <br /> <br />CASE #10 REFUNDING OF NOON'S ESCROW FUND <br /> <br />As per comments contained in Case #10 Council Old Business of Council <br />agenda dated December 16, 1980, Council directed the following action: <br /> <br />Motion by Councilman Sorteberg and seconded by Councilman Reimann in that <br />Noon was in compliance with his development contract, that his $1,100 cer- <br />tificate of deposit be released by the City of Ramsey. <br /> <br />Motion carried. Voting yes Mayor Gamec, Councilmen Sorteberg and Reimar~n. <br />Voting no None. <br /> <br />City Attorney arrived at the regular Council meeting at 8:00 P.M. <br /> <br />CASE #11 GRAVES SITE AND DESIGN PLAN <br /> <br />City A~ninistrator Schnelle stated that the Graves wanted to get their <br />building permit and construct a garage at their business located at 6314 <br />Highway #10 N.W., however, he stated they did not have their site and <br />design plan done. Consequently, it would require special Council authority <br />to issue a building permit. <br /> <br />City Administrator Schnelle asked Council if they would agree to allowing <br />the Graves to deposit an escrow amount of money as dictated by Council prior <br />to granting the above said building permit. If they fail to get site and <br />design plan and agreement prepared prior to the next Council meeting they <br />forfeit the escrow fund. <br /> <br />Counci~aan Reimann stated he didn't like the idea and was against it. He <br />further stated he was opposed to the City granting them permission to pour <br />footings for the above said garage as it was not in the procedural steps as <br />set forth by the City Code. <br /> <br />Councilman Sorteberg stated he didn't see where the City would lose control <br />of the Graves not being in compliance with the City Code as that would be <br />covered in the procedure described by the City Administrator. <br /> <br />Mayor Gamec stated that the City would be fully protected and it would solve <br />'the Graves problem. <br /> <br />City Administrator Schnelle pointed out'that the City Staff has to work with <br />the citizens as they don't understand our sophisticated ordinances and it <br />just frustrates them. <br /> <br />C/December 16, 1980 <br /> Page 6 <br /> <br /> <br />
