also a standard for this type of project design. Mr. Kobilaresik stated they have had good <br />conversations with residents along the project to address concerns. With regard to the median, <br />all agree it is needed to reduce confusion and limit access to this roadway and skewed <br />intersection. <br />Chairperson Backous pointed out the location of three properties where owners had access <br />concerns. <br />Mr. Kobilaresik explained the project modifications made to address those concerns. He stated <br />they are starting appraisals on the properties and looking for acceptance of the JPA by the City <br />Council, which is required to make application for federal funds. <br />Councilmember Kuzma stated he supports the modifications made to address resident's <br />concerns. <br />Councilmember Riley stated he has received resident comment that this design is "overkill" for <br />this intersection with left hand and right hand turn lanes in all four directions. <br />Chairperson Backus stated the City has seen many times when a road or intersection was <br />constructed and quickly became obsolete. He stated he does not find this design to be "overkill" <br />since this area is growing and will continue to grow. <br />Mr. Kobilaresik stated they want the safest design possible, noting the speed of traffic is another <br />consideration in coming to this design. <br />Councilmember Riley stated he does not like the medians but does understand their benefit to <br />improve safety. He noted that one business will be penned in by a median, which will negatively <br />impact that business. <br />Mr. Kobilaresik stated they recommend this plan to assure continuity on both sides of the <br />intersection and create separation. <br />Councilmember Riley stated a preference for having that property gain access from the other <br />way. <br />Chairperson Backous stated three property owners are the most impacted and Anoka County has <br />done what can be done to address those concerns. He suggested an alternate point of access for <br />the house other than Alpine Drive. <br />Councilmember Riley stated that house and driveway are aligned with the orientation of the <br />house and garage locations and another issue is removal of trees for the project as well as the <br />trail. <br />Chairperson Backous stated this is a house on a busy intersection and, at some point, will need to <br />be a controlled intersection. <br />Public Works Committee / December 3, 2013 <br />Page 3 of 9 <br />
