Mr. Kobilaresik stated property owners will be compensated for impacts to their property. <br />Councilmember Riley stated he agreed with the need to increase safety of this intersection. <br />Mr. Kobilaresik stated some items remain open for negotiation and Anoka County will continue <br />that discussion. <br />Councilmember Riley stated another concern was the inability to put in a well. <br />Parks and Assistant Public Works Superintendent Riverblood stated it is possible the property <br />owner may think the watermain will trigger connection if the private well goes bad. He <br />suggested staff clarify that issue so Anoka County is aware of the concern. <br />Councilmember Riley stated this property owner is also not in favor of the trail, which would be <br />right in their front yard. He asked if the trial can be located on the other side of the road. <br />Public Works Superintendent Riemer explained the City avoids mid -block crossings because <br />drivers are not expecting a pedestrian to cross at locations other than intersections. <br />Chairperson Backous noted the trail is located within the City's right-of-way. <br />Mr. Kobilaresik stated Anoka County will be purchasing an additional two -foot sliver for the <br />trail, which would be at the existing right-of-way line. <br />Parks and Assistant Public Works Superintendent Riverblood explained the City tries to locate <br />trails on both sides of arterial City and County roadways, especially in locations like this that are <br />near a school. <br />Motion by Chairperson Backous, seconded by Councilmember Kuzma, to recommend that the <br />City Council approve the draft JPA with Anoka County for CSAH 5 / Alpine Drive Intersection <br />Improvements, as written. <br />Further discussion: Councilmember Riley stated he would like the project built without the trail, <br />which is what residents also want. <br />Motion carried. Voting Yes: Chairperson Backous and Councilmember Kuzma. Voting No: <br />Councilmember Riley. <br />Discuss Bunker Lake Boulevard and Highway 47 Intersection <br />Councilmember Riley described the problems with the signal going out at the Bunker Lake <br />Boulevard and Highway 47 intersection, which greatly impacts Ramsey's residents. He asked if <br />there is an upcoming project to address these issues. <br />City Engineer Westby stated he contacted Mn/DOT and copied Anoka County Highway <br />Department on that concern. He explained that City and Mn/DOT staff will discuss the <br />Public Works Committee / December 3, 2013 <br />Page 4 of 9 <br />
