Parks and Assistant Public Works Superintendent Riverblood stated an easement can be <br />rescinded by a future Council so there may be more than one conservation easement holder so it <br />cannot be politicized. He named several organizations that can act as an easement holder. <br />Chairperson Backous asked staff to bring this issue forward to a future Council Work Session. <br />Chairperson Backous asked about the status of the crosswalk to Alpine Park. <br />Public Works Superintendent Reimer stated it is completed, signed, and the road is striped. <br />Chairperson Backous stated one side of Dysprosium was sodded but the corner lot is still full of <br />weeds. <br />Public Works Superintendent Reimer stated that violation was turned over to the Police <br />Department for Code enforcement. He indicated he will get an update on that matter. <br />City Engineer Westby stated SRF had been asked to look at the cost of a 100 -foot long <br />pedestrian underpass. However, because of the $415,000 cost, staff does not recommend <br />moving forward. <br />City Administrator Ulrich stated there is a full interchange at Sunwood Drive so an expensive <br />underpass is not as needed. <br />City Engineer Westby stated the Environmental Policy Board (EPB) discussed topsoil <br />specifications. He indicated Mn/DOT has issued new topsoil specifications that will go into <br />effect at the end of the month so staff will review changing the City's specifications. City <br />Engineer Westby stated the EPB is planning to look at the broader issue including water <br />conservation and expects to make a recommendation to the Council in January 2014. <br />Councilmember Riley asked if changing the topsoil specifications again makes it difficult for <br />contractors. <br />Parks and Assistant Public Works Superintendent Riverblood stated he is in the process of <br />collating findings and will be presenting a cost analysis to the City Council related to the cost of <br />development; cost to the residents in irrigation savings; and, the cost to the municipal water <br />utility. He noted consideration of this data will provide a rationale to defend the specifications. <br />7.
