Parks and Assistant Public Works Superintendent Riverblood explained how funding is defined. <br />Councilmember Riley asked about the Bunker Lake Boulevard project, Armstrong to Ramsey <br />Boulevards. <br />City Engineer Westby stated the City agreed with Anoka County to upgrade that section of <br />Bunker Lake Boulevard and that timeframe has been exceeded. <br />Councilmember Riley asked about the Bunker Lake Boulevard extension. <br />City Engineer Westby described the anticipated alignment, noting it may need to be revised. <br />City Administrator Ulrich stated Bunker Lake Road, west of Armstrong, becomes a City road. <br />Currently there are planning efforts underway and that project will be taken to a planning group <br />and consultant to determine layout to the west and south. <br />Parks and Assistant Public Works Superintendent Riverblood noted timing may support an <br />additional commercial/industrial park. <br />City Administrator Ulrich stated additional tax base, potential for TIF, and future MSA funding <br />sources will be considered. <br />Parks and Assistant Public Works Superintendent Riverblood reviewed 2014 projects and <br />described the status of each: Elmcrest Park signage; drinking fountains for Woodland Green <br />Park; Elmcrest Park community building/landscape/playground; trail connections ($300,000 as a <br />placeholder); landscape improvements for parks ($5,000 budgeted each year); The Draw water <br />quality fountain; The Draw grates; McKinley Street trail connection to Anoka; and, Lion's <br />Pavilion improvements. <br />Consensus of the Public Works Committee was to recommend that the City Council hold a <br />public hearing and adopt the 2014-2018 Capital Improvement Plan. <br />6. COMMITTEE / STAFF INPUT <br />Chairperson Backous asked about the status of River's Bend Park and possibility of a <br />conservation easement to assure it will never be sold off <br />Parks and Assistant Public Works Superintendent Riverblood suggested a background report be <br />provided to the Council. He explained this park came about as a result of the River's Bend <br />development and is not a dedicated City park. Parks and Assistant Public Works Superintendent <br />Riverblood described the concern of this neighborhood and stated they want to assure it is not <br />sold to a private organization for recreational purposes.
