Ramsey Town Center Development Guidelines 27 <br />TC4 Neighborhood <br />Overview <br />The Neighborhood Sub -district emphasizes <br />residential development. To support the <br />proposed mix of housing, a framework of <br />streets and blocks, based on the traditional <br />grid system, encourages compact <br />development patterns with increasing <br />densities closer to the heart of the Town <br />Center. Typical blocks either front onto <br />signature parks or include some private <br />green space within the site; many blocks <br />have both. The major streets that frame this <br />property, including Ramsey, Armstrong and <br />Bunker Lake Boulevards, provide an <br />important `face' for this sub -district. <br />Residential front doors will connect with <br />public walks along each of these streets <br />promoting the urban character of the Town <br />Center. Site development guidelines include <br />the following: <br />TC4 Land Use <br />• Provide a mix of housing types, styles <br />and price range including a variety of <br />unit and building types within each <br />block <br />• Promote increased density closer to the <br />Mixed Use Core Sub -district and along <br />major streets, specifically targeting <br />locations along Town Center Parkway <br />and the surrounding boulevard streets <br />TC4 Building Placement <br />• Building setbacks are based on three <br />factors — housing type, street width and <br />the combination of desired public <br />streetscape improvements and private <br />`garden' spaces <br />• Special consideration should be given <br />to architectural elements, materials and <br />other design features for buildings <br />located at primary intersections, for <br />example, at Bunker Lake Boulevard and <br />Town Center Drive <br />• Special attention should be given where <br />streets intersect with parks, for <br />example many of the streets that front <br />on or end near Town Center Park <br />• No more than 25% of building beyond <br />maximum setback <br />Site Development <br />• Minimize openings between buildings, although limited driveway access and some <br />provision for pedestrian connections through blocks are encouraged — gaps in the <br />building wall along street frontage to accommodate surface parking lots, greater <br />building setbacks or other purposes are discouraged <br />• Build to corners of each block, maintaining the building wall at street intersections <br />TC4 Parking Strategies <br />• Incorporate surface parking lots into the center of blocks, screened from public streets <br />with landscape, fencing and other ornamental elements <br />• Locate majority of visitor parking on -street <br />• Locate garage doors away from public view; garage doors fronting on public streets are <br />not allowed <br />• Avoid long stretches of garage doors in the same plane — recesses and projections, <br />landscape features and other site elements will provide some relief to this building face <br />• Build to corners <br />• Treat both sides as fronts <br />
